About this opportunity
Immigration and Customs Enforcement intends to solicit a nationwide lease, delivery, installation, and maintenance contract for modular operational spaces at approximately 50 Enforcement and Removal Operations offices, with responses to the concurrent Request for Information due October 6, 2026.
No set-aside is anticipated. Place of performance encompasses an estimated 50 ERO office locations across the continental United States, though the number of sites is subject to change. The contractor must coordinate with ICE's Office of Asset and Facilities Management and the General Services Administration for site-specific installation approvals, working around variations in available utilities, building owner requirements, and local building codes including hurricane tie-down ratings.
Three modular unit types are required: Field Detention Units (approximately 900 square feet) for secure holding and processing with integrated restrooms and climate control; Interview Processing Units (approximately 300 square feet) for secure interviewing; and Virtual Immigration Court Units (approximately 60 square feet) for Executive Office for Immigration Review hearings. All units must include furnished operational spaces, ADA-compliant entry ramps, and cleaning service three times weekly. The contractor provides routine preventative and corrective maintenance, including monthly inspections and generator maintenance every 500 operating hours. Mobilization must be completed and project schedules submitted within 5 days of award; demobilization must return sites to pre-deployment condition within 45 days of notification.
The assigned NAICS code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing), with PSC W099. No award value is specified in the pre-solicitation notice. The RFI requests examples of similar work completed in the last three years, teaming approach, small business status, and estimated delivery times for each modular unit type.
Notice text
The contractor shall provide all labor, materials, equipment and services necessary to deliver, install and maintain modular operational spaces at the ERO offices in various locations across the country. At present the number of sites is estimated at 50, though this number is subject to change..
The contractor must work with ICE Office of Asset and Facilities Management and the General Services Administration to coordinate approval for the installation of the modular units in a manner that is acceptable with the building owner at the specific sites. This will require different levels of effort and installation configuration (e.g., whether power or water is available and how best to tie in) for each site. The contractor shall provide the necessary technical and logistics support to facilitate the needed work for each location identified.
