The contractor is responsible for routine preventative and corrective maintenance including monthly inspections, generator maintenance every 500 operating hours, and service-call management. Additionally, the contractor must coordinate with ICE's Office of Asset and Facilities Management and the General Services Administration for site-specific installation approvals, develop detailed mobilization and demobilization plans, establish and maintain utilities and support infrastructure, ensure compliance with local building codes and hurricane tie-down ratings, and provide an employee manual addressing organization, security, safety, and incident reporting. Key deliverables include a project schedule (due within 5 days of award), personnel NCIC forms (10 days), mobilization plan (10 days), draft demobilization plan (5 days after mobilization completion), and final demobilization plan (30 days following demobilization notification). The demobilization process must return sites to pre-deployment condition within 45 days of notification.

PERFORMANCE WORK STATEMENT (PWS)
Modular Buildings
September 25, 2026
Introduction
Due to exceptionally high operational tempo with increased arrests, several Enforcement and Removal Operations (ERO) offices and sub-offices have exceeded their organic processing and temporary holding capabilities and new requirements have emerged to increase standalone Executive Office for Immigration Review (EOIR) hearing sites. Temporary infrastructure is urgently needed to expand secure processing and holding of illegal alien (IA) capacity and non-detained hearing space on site.
Work Requirements
The contractor shall provide all labor, materials, equipment and services necessary to deliver, install and maintain modular operational spaces at the ERO offices in various locations across the country. At present the number of sites is estimated at 50, though this number is subject to change.
The contractor must work with ICE Office of Asset and Facilities Management and the General Services Administration to coordinate approval for the installation of the modular units in a manner that is acceptable with the building owner at the specific sites. This will require different levels of effort and installation configuration (e.g., whether power or water is available and how best to tie in) for each site. The contractor shall provide the necessary technical and logistics support to facilitate the needed work for each location identified.
The following units shall be available for installation at each location as specified by the Government for the site:
Field Detention Unit:
The contractor shall provide temporary modular secure holding and processing infrastructure that can be placed and operated behind existing security fencing. This shall include an operating modular unit of approximately 900 sf in size. The unit must already be designed for the intended purpose of secure holding and processing of detained individuals.
Additional requirements must be met:
• Counter-style processing space that is in a separate space from the secure holding area.
• Furnished with furniture for operational purposes defined
• Climate controlled space of sufficient size and rating to support the area of space and the personnel loading anticipated.
• Modular units connected to grid power by contractor or serviced by generator with the contractor fueling and maintaining the generator for length of contract.
• Secure holding area shall have integrated toilet and sink for detainees.
• Restroom fixtures connected to existing utilities (water and sewer) or provided and serviced by the contractor for the duration of the contract.
• Cleaning service provided by the contractor 3 times per week (or as ordered for additional cleaning) for the duration of the contract.
• Maintenance of the units as outlined in following section.
• Infrastructure placed behind existing security fencing on existing asphalt or concrete surface.
• Infrastructure rated and installed to meet local building codes for wind speeds.
• Access to units provided with ADA entry ramps
Interview Processing Unit:
The contractor shall provide temporary modular secure unit that can be placed and operated behind existing security fencing. This shall include one operating modular unit of approximately 300 sf in size. The unit must already be designed for the intended purpose of secure interviewing and processing of detained individuals.
Additional requirements must be met:
• Furnished with furniture for operational purposes defined
• Climate controlled space of sufficient size and rating to support the area of space and the personnel loading anticipated.
• Modular units connected to grid power by contractor or serviced by generator with the contractor fueling and maintaining the generator for length of contract.
• Cleaning service provided by the contractor 3 times per week (or as ordered for additional cleaning) for the duration of the contract.
• Maintenance of the units as outlined in following section.
• Infrastructure placed behind existing security fencing on existing asphalt or concrete surface.
• Infrastructure rated and installed to meet local building codes for wind speeds.
• Access to units provided with ADA entry ramps
Virtual Immigration Court Unit:
The contractor shall provide temporary modular secure unit that can be placed and operated outside existing security fencing. This shall include one operating modular unit of approximately 60 sf in size. The unit must already be designed for the intended purpose of secure EIOR hearings.
Additional requirements must be met:
• Furnished with furniture for operational purposes defined
• Climate controlled space of sufficient size and rating to support the area of space and the personnel loading anticipated.
• Modular units connected to grid power by contractor or serviced by generator with the contractor fueling and maintaining the generator for length of contract.
• Cleaning service provided by the contractor 3 times per week (or as ordered for additional cleaning) for the duration of the contract.
• Maintenance of the units as outlined in following section.
• Infrastructure placed behind existing security fencing on existing asphalt or concrete surface.
• Infrastructure rated and installed to meet local building codes for wind speeds.
• Access to units provided with ADA entry ramps
Maintenance of the Units: The contractor shall provide routine preventative and corrective maintenance to ensure the units are functioning properly and operational throughout the contract period. This shall include:
• Monthly inspection of unit condition, HVAC, lighting, secure hardware, ramps, tie-down components, plumbing interfaces, and visible utility connections.
• Generator preventive maintenance every 500 operating hours when a generator is required.
• Service-call intake, triage, dispatch coordination, repair documentation, and closure confirmation.
• Deficiency tracking and escalation for conditions that affect safety, security, sanitation, or mission availability.
Unless otherwise specified, all plans, schedules, an procedures shall be developed by the service provider and submitted in writing to the Contracting Officer’s Representative (COR) for review prior to installation of modular units. The COR shall have the opportunity to review the service provider’s plans and procedures for compliance with the contract. The COR may seek clarifications, if necessary. Any requested changes shall be negotiated and agreed upon. After COR review, the service provider is authorized to use its policies and procedures in conjunction with Standards mandated under this contract. The COR will not review the service provider’s policies and procedures for compliance with law or regulation, nor will the COR approve the service provider’s policies and procedures beyond the minimum requirements as required by the contract. Once the review has occurred, these plans, policies, and procedures shall not be modified without the prior written acknowledgment of the COR.
The service provider is prohibited from making modifications to any existing facilities at the facility location without prior notice of the CO and COR.

Mobilization and Demobilization
The contractor shall develop and deliver to ICE a detailed mobilization and demobilization plan documenting all activities necessary to bring the units into operation and to fully demobilize upon direction of the CO.
Mobilization: The Contractor shall provide labor, materials and equipment to deploy, configure, erect each unit; and connect/ install and maintain all necessary physical infrastructure to provide a safe, secure, and compliant detention environment. This includes:
• Establishing and maintaining all necessary utilities (e.g., power, water, waste management) and support infrastructure (e.g., parking) specific to each unit’s location, mission requirement, and functionality.
• Ensuring units are installed to meet hurricane tie down ratings/requirements for the local area.
• The mobilization plan shall detail the steps, actions and timeline to coordinate with stakeholders for site installation, configure the units ordered, install on site and bring to full operational use.
Demobilization: The Contractor shall include a demobilization plan necessary to remove units from site and return condition to pre-deployment state for returning the site to its original condition with 45 days of demobilization notification.
Inspection by Regulatory Agencies
Work described in the contract is subject to inspection by other Government agencies.
The service provider shall participate in responding to all requests for information and inspection/ review findings by regulatory agencies.
Performance Evaluation Meetings
The service provider's representatives shall meet with the COR(s) on a regular basis as determined necessary by the Government. These meetings will provide a management level review and assessment of service provider performance and allow for discussion and resolution of problems.
Service Provider's Employee Manual
The service provider shall provide an Employee Manual, which, at a minimum, addresses the following:
1. Organization to include the names of personnel to service the units
2. Security, safety, health, welfare, and injury incidents – which will be the personnel to contact should any safety, security or conduct incident occur on the site.
The service provider must provide a copy of the employee manual to the service provider's employees at the facility. Upon request by COR, the service provider shall document that all employees have reviewed a copy of the manual.
