TO: All interested contractors

This Request For Information (RFI) is being issued to assist the Department of Homeland Security (DHS), Immigrations and Customs Enforcement (ICE), Office of Asset and Facilities Management (OAFM) in the lease, delivery, installation and maintenance of modular operational spaces at ICE offices in various locations. There are approximately fifty (50) sites spread across the continental United States.

The NAICS for this project is 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing. If your company believes there is a more appropriate NAICS for this requirement, please suggest it in your response.

DHS/ICE requests information regarding your company’s ability to meet the requirements of the draft Performance Work Statement (PWS) and your company’s level of interest in a potential Request for Proposal (RFP).

Please limit your total response to this RFI to 10 pages, to include any title pages, index, table of contents, graphs or charts.

Please do not submit a standard firm capability statement, it will not be considered.

Background:

Due to exceptionally high operational tempo with increased arrests, several Enforcement and Removal Operations (ERO) offices and sub-offices have exceeded their organic holding and processing capabilities and new requirements have emerged to increase standalone Executive Office for Immigration Review (EOIR) hearing sites. Temporary infrastructure is urgently needed to expand secure processing and holding of illegal alien (IA) capacity and non-detained hearing space on site.

Please provide concise and complete responses to the following targeted questions:

1. Provide examples of work completed similar to the draft PWS in the last three (3) years. In addition, include the following information:

a. Include the period of performance, total contract value, and whether the work was performed as a prime or sub-contractor or describe any teaming arrangements.

b. Tell us your experience providing this work at multiple locations throughout the US and US owned territories.

2. Given the complexity of this work, will your company need to rely on teaming partners to provide the required expertise? If so, please tell us how you will manage that?

3. Your company’s Unique Entity Identifier (UEI), small business socio-economic status (if applicable) and a Point of Contact (POC).

4. Provide an estimated delivery time for each of the modular buildings described in the draft PWS.

NOTICE: This RFI is being issued solely for information and planning purposes, it DOES NOT constitute an RFP or a promise to issue an RFP in the future. This RFI does not commit the Government to a contract/order for any supply or service whatsoever.

Furthermore, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Responders are advised that the Government will not reimburse for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense.

The information requested is for the purpose of market research ONLY in accordance with Federal Acquisition Regulation (FAR) Part 10. The information provided in the RFI is subject to change and is not binding on the Government. All submissions become Government property and will not be returned. Unless advised or indicated on the responses to this RFI, all information furnished will be considered non-proprietary.

If you are not going to submit a response to this RFI, the government would appreciate providing a short reasoning as to why.

If your company believes that it has the capabilities to meet the requirements of draft PWS and is interested in such a requirement, please respond no later than (NLT) Tuesday October 6th by 2:00PM ET.
