About this opportunity
The Federal Emergency Management Agency seeks to provide, install, and integrate one Schneider Electric lithium-ion battery cabinet (Manufacturer Part # LIBSESMG17UL) containing 17 x 2.04 kWh battery modules at its Mobile Emergency Response Support facility in Frederick, Maryland, with quotations due August 11, 2026 at 12:00 p.m. Eastern Time. The procurement is a total small business set-aside under a firm-fixed-price contract.
Place of performance is MERS Frederick, 4420 Buckeystown Pike, Frederick, Maryland 21704. The cabinet will integrate with an existing UPS system (model GVMSB225KG65S) to extend runtime from 94 minutes to approximately three hours during power failures. Brand name is mandatory with no product or quantity substitutions; standardization on Schneider Electric equipment maintains system interoperability and ensures continued manufacturer support. The contractor must be a Certified and Authorized Schneider Provider.
All contractor personnel must be U.S. citizens or naturalized U.S. citizens and comply with visitor badge and security clearance requirements at the facility. Work is performed Monday through Friday between 7:30 a.m. and 3:00 p.m. Eastern Time, with a 45-calendar-day completion window from award (August 14 through September 30, 2026). A mandatory pre-installation site visit is strongly encouraged on August 7, 2026.
The Statement of Work includes pre-installation survey, cabinet placement and assembly, electrical integration with the existing power distribution unit, system startup and operational verification, and cleanup and disposal. NAICS code 238210 applies. Evaluation uses Lowest-Price Technically Acceptable basis, with award to the responsible quoter whose quotation is technically acceptable and offers the lowest evaluated price. Questions were due July 31, 2026. Amendment 0001 updated the quote deadline from August 7 to August 11 and added site visit instructions, installation details, Department of Labor Wage Determination #2015-4269 Revision 33, and additional questions and answers clarifying cable routing and pricing discretion.

The Contractor’s quotation shall reflect the Contractor’s own approach and solution for accomplishing the required work. The SOW remains the controlling document for the required performance and deliverables.
Q2: Top Hat or Cables to run from the top of the new cabinet to the existing cabinets?
