About this file

This is a Questions and Answers document for RFQ 70FB7026Q00000028 dated August 3, 2026, addressing contractor inquiries regarding a Battery Storage System (BSS) installation project for FEMA.

The project involves adding a second battery cabinet to an existing Uninterruptible Power Supply (UPS) system located on the 1st Floor of the NRN Equipment Room. The existing UPS converts three-phase incoming building power into single-phase power for FEMA equipment and currently provides 94 minutes of runtime during power failures. The additional battery cabinet is expected to double this runtime to approximately three hours. A mandatory site visit is required, with details referenced in RFQ Amendment 0001, Pages 7-8. The installation location is positioned on the right side of the existing equipment rack, with the cabinet to be positioned, leveled, anchored to the floor in the same manner as existing cabinets, and connected to the existing UPS equipment using contractor-discretion cable lengths. The equipment room features a raised floor with added floor joints designed to support the weight load, and no obstructions are present that would inhibit installation work. Access to the facility is provided via a loading dock or ramp from the parking lot into the 4420 building, with a ramp leading from the warehouse into the equipment room and double doors at the entrance. The distance from the loading dock to the equipment room is several hundred feet. Model numbers for the current UPS and battery cabinet are pending confirmation. Utility shutdowns may occur at the contractor's discretion, which is familiar to the building from prior equipment installations.

Q&A 08/03/2026__RFQ 70FB7026Q00000028

1. Will there be a site visit for this solicitation?

Yes. See RFQ Amendment 0001 Pages 7-8 for Site Visit details.

2. What is the current floor location of the UPS and battery cabinet (1st floor, 2nd floor)?

See photos below.

3. If the UPS is not on the ground floor, is an elevator available for use?

See photos below.

4. Is there a loading dock available for equipment delivery?

See photos below.

5. Can you provide the model numbers for the current UPS and battery cabinet

Pending confirmation.

6. Could you please let me know if there will be any plans provided or at least a one-line diagram regarding what kind of inversion will occur on this BSS?

FEMA is adding a second battery cabinet to an already existing UPS system (see attached picture). The already existing UPS converts 3-phase incoming power into a 1-phase power that gets used by FEMA equipment installed at the location

7. We wanted to know if the purpose of this BSS would be for providing single phase or three phase power?

The already existing UPS converts 3-phase incoming building power into a 1-phase power that gets used by FEMA equipment.

8. One additional question is on understanding what the duration is expected for this BSS to supply power?

The current existing UPS provides 94 minutes of runtime when building power fails. This extra BSS addition is expected to double for a total of 3-hrs.

ADDITIONAL INFORMATION

• Location o 1st Floor NRN Equipment Room. It is a few hundred feet from the loading dock to the Equipment Room (see attached pictures)

• Access o Door width into room is double open door (see attached picture) No hallways to get into room as the double door faces the warehouse where the loading dock is o Ramp into equipment room (see attached picture) o Loading dock is available, or ramp from parking lot into 4420 building

• Installation scope o Position and level the cabinet o Anchor cabinet to the floor like the other cabinets from the existing system are placed o Connect to existing UPS equipment

• Existing conditions o Raised floor in equipment room with added floor joints to cover the weight load o Open equipment room o No obstructions in room that will prohibit work from being accomplished

• Electrical information o Existing UPS is already in place. This additional cabinet will connect to the already installed equipment (see attached picture) o Required cables to connect the additional cabinet to the already installed UPS (contractor discretion on length) o Utility shutdowns may occur per contractors’ discretion.
