About this opportunity

The Defense Information Systems Agency seeks to provide, install, and maintain a 10GB non-switched Ethernet commercial lease connecting Building 350 at Altus Air Force Base and Building 3900 at Tinker Air Force Base in Oklahoma, with quotes due June 30, 2026. This is a Request for Quote under the IQO contract vehicle, not a small business set-aside, using lowest price technically acceptable source selection.

Place of performance spans Altus AFB and Tinker AFB in Oklahoma. The circuit must achieve 10GB Layer 2 throughput of 9,884.9 MBPS, round-trip delay under 10 milliseconds, availability greater than 99.5%, zero frame loss at 10 gigabit rates, jitter less than 3 milliseconds, and mean time to loss of bit count integrity greater than 24 hours. Contractors must conduct a 24-hour end-to-end vendor test and 72-hour DISA soak test per ITU-T Y.1564 standards. Service date is November 16, 2026.

This procurement is coordinated with related solicitation HC101325QA399 to ensure two completely diverse physical paths for network survivability with minimum 48-foot separation at the Route 28 and Tamarack Road intersection. All physical paths must be separate end-to-end, including manhole locations, conduit, and central office locations. Critical avoidance requirements include Falcon Road on Altus AFB, Building 215 at 104 Bubacz Street, and the AT&T Central Office at 220 North Hudson Street. Pricing must be structured as monthly recurring and non-recurring charges. Awards will be made to one vendor for both solicitations based on lowest combined life cycle cost and technical acceptability. NAICS code is 517111; PSC code is DG11.
