About this file
This is an IQO (Inquiry) Amendment document for a federal telecommunications procurement.
The amendment modifies solicitation HC101325QA400-0003 to extend the quote due date to June 30, 2026 at 4:00 PM CDT (previously January 16, 2026) and extends the service date to November 16, 2026 (previously May 29, 2026). The requirement is to provide, install, and maintain a 10GB non-switched Ethernet commercial lease connecting Building 350 at Altus AFB, Oklahoma to Building 3900 at Tinker AFB, Oklahoma. The procurement must be worked in conjunction with related solicitation HC101325QA399 to ensure two totally diverse paths for network survivability. All physical paths must be completely separate end-to-end, including manhole locations, conduit, central office locations, and fiber builds, with a minimum 50-meter physical separation between the two circuits (reduced from 50 meters to 48 feet at the Route 28 and Tamarack Road intersection). Critical avoidance requirements include completely avoiding Falcon Road on Altus AFB, Building 215 at 104 Bubacz Street, and the AT&T Central Office at 220 North Hudson Street.
Contractors must provide detailed technical proposals addressing circuit installation methodology, testing specifications per ITU-T Y.1564 standards, 24-hour vendor testing, and 72-hour DISA soak testing. The circuit must achieve 10GB Layer 2 throughput of 9,884.9 MBPS, round-trip delay under 10 milliseconds, availability greater than 99.5%, zero frame loss at 10 gigabit rates, jitter less than 3 milliseconds, and mean time to loss of bit count integrity greater than 24 hours. Vendors must provide color PowerPoint route diagrams, circuit/path connectivity diagrams in KMZ or KML format, and coordinate with DISA GOC. Awards will be made to one vendor for both solicitations based on lowest combined life cycle cost and technical acceptability.
