About this opportunity

The Defense Advanced Research Projects Agency (DARPA) is seeking proposals for the Provably Weird Network Deployment and Detection (PWND2) program, which aims to develop formal models of emergent communication pathways to improve the deployment and detection of robust and resilient hidden networks. The program will utilize a two-stage submission process and two-step award process, with Stage 1 requiring a technical proposal, price proposal, and basis of estimate, and Stage 2 requiring a full cost proposal. Proposals will be evaluated on technical merit, relevance to the DARPA mission, and price/cost realism. DARPA anticipates making multiple awards, with the first 6 months under an Other Transaction Agreement for Prototype, followed by either a procurement contract or continuation of the OT agreement for the remaining 24 months. The solicitation has a due date of November 5, 2024, with a 30-month period of performance starting in February 2025.

There is no set-aside designation for this opportunity. DARPA is seeking innovative approaches in software-defined networking, formal methods, and privacy to provide provable guarantees for hidden communication systems. The combined ceiling value for the Kick-Start phase (Months 1-6) is $5 million, with additional funding available for the follow-on 24-month period. The work is to be performed at the performers' facilities.

Update #2 · Latest ·

PWND² will develop formal models of emergent communication pathways to fundamentally improve how we deploy and detect robust and resilient hidden networks in the real world. The program will pair software-defined networking approaches with formal methods to provide provable privacy and performance guarantees for hidden communication systems at meaningful scale.

Amendment 01: This amendment addresses an administrative revision to the naming convention for Stage 1 Attachment S1-5 Stage 2 Basis of Estimate (BOE) Instructions and Submission Template. The Attachment naming convention has been revised to S1-5 Basis of Estimate (BOE) Instructions and Submission Template. While the Attachment name has been revised, proposers should note there is no change to the formatting and content requirements of the BOE submission template. To that end, proposers are strongly encouraged to continue proposal development within the existing template and simply revise the naming convention to Attachment S1-5 Basis of Estimate (BOE) Instructions and Submission Template.
