About this file

This document is an amendment to the Basis of Estimate (BOE) Instructions and Submission Template for the Provably Weird Network Deployment and Detection (PWND2) Broad Agency Announcement (BAA) solicitation number HR001124S0037. The amendment revises the naming convention for the Stage 1 Attachment S1-5 BOE Instructions and Submission Template, but does not change the formatting or content requirements.

The BOE template provides detailed instructions for submitting pricing information, including level of effort by labor category, other direct costs, and travel. It requires pricing for both a Kick-Start period (Months 1-6) and full Period of Performance (Months 7-30). Pricing details are required from both the prime and any sub-awardees. The solicitation is being conducted by the Defense Advanced Research Projects Agency (DARPA) and multiple awards are anticipated, with a combined Kick-Start ceiling value of $5M. Proposed prices should represent the organization's dollar value to be completed per the milestone descriptions and exit criteria.

HR001124S0037: Provably Weird Network Deployment and Detection (PWND²) Basis of Estimate Template

Amendment 01: This amendment addresses an administrative revision to the naming convention for Stage 1 Attachment S1-5 Stage 2 Basis of Estimate (BOE) Instructions and Submission Template. The Attachment naming convention has been revised to S1-5 Basis of Estimate (BOE) Instructions and Submission Template. While the Attachment name has been revised, proposers should note there is no change to the formatting and content requirements of the BOE submission template. To that end, proposers are strongly encouraged to continue proposal development within the existing template and simply revise the naming convention to Attachment S1-5 Basis of Estimate (BOE) Instructions and Submission Template.

Use of this template is strongly encouraged for all Stage 1 submissions to this BAA. The Basis of Estimate must include all components described herein and must be submitted in PDF or Microsoft Word formats under the filing naming convention “Organization BOE”.

All submissions must be written in English, and all pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size no smaller than 12-point.

Sub awardees must provide the same level of pricing detail required of the Prime; see pages 9-12 which may be distributed to each sub awardee contemplated in the proposal submission.

There is no page limit for the BOE. A separate, editable MS Excel spreadsheet may also be provided as an attachment to the BOE if preferred.

NOTE: Proposers should provide pricing based on an August 1, 2025, award date of work performed through Months 7-30.

Information incorporated into this document which is not related to costs will not be considered.
