The Department of Homeland Security, Office of Procurement Operations, Federal Protective Service Acquisitions Division, intends to procure armed Protective Security Officer (PSO) services at the following locations in Washington, D.C.:
90 K Street NW
633 3rd Street NW
77 K Street NW
800 N Capitol Street NW
1905 B 9th Street NE
This requirement is being solicited as a commercial acquisition in accordance with FAR Part 12 in conjunction with FAR 15. This procurement is a total HUBZone small business set-aside. It is anticipated that a single award, fixed price provisions, indefinite delivery/indefinite quantity (IDIQ) type contract will result. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard for NAICS 561612 is $20.5 million. The overall period of performance will consist of five (5), twelve (12) month ordering periods with an additional six-month optional ordering period pursuant to FAR 52.217-8.
The Request for Proposals (RFP) shall require the submission of a technical and price proposal. It is anticipated that the solicitation will be released to the Federal Business Opportunities (FBO) Base Notice on or about February 22, 2019. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All prospective contractors must be registered in the System for Award Management (SAM) (http://www.sam.gov) prior to the submission of their proposals.
A Pre-proposal Conference will be conducted at the FPSAD office in Philadelphia shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to, a summary of the evaluation criteria, explanation of relevant past performance, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
