The purpose of this amendment is to provide the following information:

1. A pre-proposal teleconference is scheduled for 10:00 a.m. Eastern Time, Friday, March

22, 2019. Contractors are required to email a request to karen.thorngren@ice.dhs.gov no later than 8:00 a.m. the day of the teleconference.

2. The following is provided for informational purposes only:

a. Before asking any questions, please read the solicitation completely and carefully.

b. Questions will only be considered from HUBZone small businesses (i.e. NAICS 561612).

c. The incumbent contractor currently providing

PSO services is First Coast Security Solutions.

d. 800 N. Capitol Street is the FPS

Headquarters, a high-visibility facility.

e. With regard to the post exhibit (Exhibit 13), all posts are armed. Further, "M-F" posts exclude federal holidays, while "7 days" posts include federal holidays.

f. The incumbent PSOs are currently armed with the 9MM Smith & Wesson M&P handgun.

g. Pump-action shotguns are not applicable to this requirement.

h. The current contract has NWDTP training which is also in the current requirement.

i. With regard to questions concerning the CBAs, the Government will not interpret provisions of these documents for potential offerors (i.e.

supervisory positions, etc.). Please refer to the applicable Federal Acquisition Regulations (FAR) and Code of Federal Regulations as they relate to the Service Contract Labor Standards price adjustments pursuant to FAR 52.222-43 will be conducted on the anniversary date of the contract

(i.e. 7/1/20, 7/1/21, etc.).

j. The base ordering period (i.e. Ordering

Period I) wage and health & welfare rates proposed shall reflect all costs of the Service

Contract Labor Standards minimum. If the base ordering period overlaps the effective date of the CBA and the anniversary date of the contract, offerors should consider a blended rate. The wage and health & welfare rates proposed for the base ordering period should also be reflected for all out years.

k. With regard to questions concerning the incumbent PSO training records, as the incumbent contractor maintains all training records, the

Government cannot guarantee which records will be available to the successor contractor and the successor contractor assumes all risk in relation to this requirement. The contractor will need to

coordinate with the incumbent contractor to obtain this information. PSOs shall have all training records in relation to the contract's requirements in order to stand post under this effort. PSOs shall require new medical certifications prior to standing post in accordance with Exhibit 12.

l. With regard to questions concerning potential site visits, site visits will not be provided to potential offerors.

m. Any introductory letters or executive summaries provided as part of an offerors technical proposal will count against the page limitation.

n. Please include your representations & certifications as well as the SF1449 and signed amendments with your price proposal. If these documents are included in the technical proposal, they will count against the page limitations.

Continuation pages for the Past Project forms do not count against the page limitations.

o. Please note that all supervisory personnel shall be trained, uniformed, equipped and armed per the contract requirements.

3. All other solicitation provisions shall remain unchanged.
