About this opportunity

The Naval Surface Warfare Center Carderock Division's Advanced Propulsor Management Office seeks to procure design, development, manufacturing and testing services for advanced composite materials to support submarine propulsor programs. Offerors must demonstrate capability to meet schedule and technical requirements through prototyping composite propulsors, shafting components and other naval vessel parts. Evaluation will consider technical approach, management, sample and first task order, personnel, past performance and cost. Comments on the draft solicitation are due by end of fiscal year 2020, with release planned for then and anticipated award in July 2021.

The procurement is a total small business set-aside under NAICS code 336611/PSC code J019. The period of performance is one year following a five-year ordering period with a ceiling value of $74.9 million. Quantity and timeline details include composite laminate and elastomer material formulation and processing, autoclave and out-of-autoclave composite fabrication, dimensional inspection, non-destructive testing, and a manufacturing demonstration to support the Columbia Class and Virginia Class submarine programs.

THIS IS NOT A REQUEST FOR PROPOSAL (RFP) BUT INSTEAD A SYNOPSIS ACCORDING TO FAR 5.2- AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. ADDTIONALLY, CONTRACTORS WILL NOT BE COMPENSATED FOR COSTS RELATED TO RESPONSE PREPARATION AND/OR SUBMITTAL.

The Naval Surface Warfare Center Carderock Division (NSWCCD) Naval Architecture & Engineering Department’s Advanced Propulsor Management Office (APMO) is responsible for managing the Research and Development (R&D), design, testing, and delivery of United States Navy submarine propulsors.  The APMO requires the design and development of advanced materials (inclusive of composites) for prototype propulsors, shafting and bearing components, mechanical design specifications, and manufacturing plans to support the COLUMBIA Class Submarine Program Office (PMS 397), the VIRGINIA Class Submarine Program Office (PMS 450), and future R&D activities towards the next generation of propulsor and shafting systems. Advanced materials, such as fiber-reinforced composite laminates and engineered elastomers require specialized knowledge in design, manufacturing, testing, and installation. These materials offer unique benefits to submarine propulsor design and manufacturing.  Without the development of these advanced materials, the U.S. Navy forgoes cost, capability, and performance improvement over existing submarine propulsors.  

Included with this notice is a Draft Statement of Work (SOW), Draft Sections L&M of the Solicitation. The draft documents are being provided to request comments, recommendations, and questions from potential offerors. As part of the response, the offerors at a minimum shall:

1. Demonstrate the capability to meet the requirements and schedule

2. Inform the Government if barriers exist that would not allow for the offeror to propose

The response is limited to ten pages

Please note the no Government response will be provided to questions/comments submitted in response to this notice and respondents will NOT be notified of the results of the synopsis. All questions/comments/recommendations will be reviewed by the Government to assist in identifying revisions to be incorporated in the draft documents.

Planned date of release of RFP is the end of FY20.

Planned date of award is July 2021.
