About this opportunity
The U.S. Department of State, through the American Embassy in Colombo, is soliciting proposals from five-star hotels to provide accommodation and conference facilities for the American Spaces Workshop scheduled for April 19-25, 2026, in Colombo, Sri Lanka. Priority will be given to U.S.-branded hotels, and offerors must be the hotel property itself or a licensed management entity with direct contractual authority over the venue and services; proposals from third-party brokers, agents, or event coordination companies will be deemed non-responsive. Key requirements include providing 28 deluxe single rooms on a bed-and-breakfast basis and a 30-person conference facility with specified audio-visual equipment, catering services, and amenities for April 20-24. The U.S. Government will award a contract to the responsible company submitting the lowest-priced, technically acceptable offer, and payment will be processed within 3-4 weeks following satisfactory completion of the conference. Proposals must be submitted by March 10, 2026, at 17:00 hours Sri Lankan time via email to pererapd@state.gov, and offerors must be registered in the SAM database at https://www.sam.gov prior to submission for offers over $30,000.
This solicitation includes no set-aside designations and does not identify any incumbent contractors. While no specific budget range is provided, the proposal requirements suggest a contract value that may exceed $30,000, triggering SAM registration requirements. The hotel must accommodate 28 guests for seven nights (April 19-25) and provide conference services for five days (April 20-24) with meals, breaks, and full technical support for approximately 30 participants. Place of performance is Colombo, Sri Lanka, at the selected five-star hotel facility, and quotations should be exempt from VAT and SSCL taxes as specified in the solicitation.
