About this opportunity

The Department of the Army Corps of Engineers Engineering District Fort Worth has issued a Special Notice for a Project Labor Agreement (PLA) Market Research Survey related to the construction of a controlled space operations facility. This is not a solicitation for construction services, but rather a survey to assess contractor perspectives on PLA requirements for future procurement. The project involves constructing a comprehensive facility with reinforced concrete foundations, structural steel framing, brick masonry exterior walls, metal roofing, fire suppression systems, utilities, communications infrastructure, and dual generators to support critical operations. The facility must meet Intelligence Community Directive 503/705 accreditations and Department of Defense antiterrorism/force protection requirements. The construction will include 200 tons of air conditioning capacity and various site improvements to deliver a complete operational facility.

The primary purpose of this Special Notice is to conduct market research on how Project Labor Agreement requirements might impact contractor participation and pricing for large-scale federal construction projects. Contractors have until September 23, 2025, to complete and submit the PLA questionnaire, which asks four key questions about their willingness to bid with PLA requirements, potential price impacts, estimated cost increases, and rationale for pricing changes. The survey is open to contractors in the Commercial and Institutional Building Construction sector (NAICS 236220) without any specific set-aside restrictions. This market research aligns with FAR 22.502 requirements for agencies to consider PLAs in large-scale construction projects to promote economy, efficiency, labor-management stability, and regulatory compliance. The government will use this feedback to inform decisions about implementing PLA requirements in the actual construction solicitation for this specialized defense facility.
