About this opportunity
The U.S. Army Corps of Engineers, Savannah District, is conducting market research for the construction of a Cyberspace Operations Center at JBSA Lackland, Texas, to support the Air Combat Command's 91st Cyber Operations Squadron worldwide missions. The project involves constructing a comprehensive facility with reinforced concrete foundations, structural steel framing, brick masonry exterior walls, metal standing seam roofing, fire suppression systems, utilities, communications infrastructure, integrated lightning suppression system, and two generators for critical infrastructure support. The facility must meet Intelligence Community Directive 503/705 accreditations and certifications while complying with Department of Defense antiterrorism/force protection requirements per Unified Facilities Criteria 4-010-01. The primary purpose of this pre-solicitation notice is to assess the potential implementation of a Project Labor Agreement (PLA) through a targeted survey of general contractors interested in proposing on the project. Survey responses must be submitted to Contract Specialist Patricia Dickson or Contracting Officer Matthew Dickson by August 11, 2025, at 12 PM CT, and will inform the decision regarding PLA inclusion in the upcoming solicitation W126G26RA008.

The project is estimated to exceed $35 million, which triggers the requirement for PLA consideration under Executive Order 14063 that became effective January 22, 2024, mandating PLA use for federal construction projects above this threshold. The survey seeks detailed contractor feedback on local PLA experiences, skilled labor availability, scheduling requirements, and potential project challenges to determine whether the PLA requirement should be implemented or if an exception is justified. No current incumbents or specific award values are mentioned in the notice, though the referenced Sources Sought notice (W9126G26R1712) was initially issued on May 29, 2025. The facility will be designed as permanent construction following Department of Defense Unified Facilities Criteria 1-200-01 for General Building Requirements, ensuring a complete and usable facility for critical cyber operations missions.
