About this file

The document is a Project Labor Agreement (PLA) Survey for a Cyberspace Operations Center construction project at JBSA Lackland, Texas. The U.S. Army Corps of Engineers (USACE), Savannah District, is conducting market research to assess the potential implementation of a PLA for a construction project estimated to be over $35 million, in compliance with Executive Order 14063. The project involves constructing a facility for the Air Combat Command's 91st Cyber Operations Squadron, which will include reinforced concrete foundations, structural steel framing, brick masonry exterior walls, metal standing seam roofing, fire suppression systems, utilities, communications infrastructure, and meeting Intelligence Community Directive accreditations.

The survey requests detailed feedback from potential contractors, seeking input on local PLA usage, skilled labor availability, project scheduling, and potential advantages or disadvantages of implementing a PLA. Contractors are asked to provide information about their past projects, including project names, descriptions, cost estimates, completion timelines, craft trades involved, and any challenges encountered. Responses are due by August 11, 2025, at 12 PM CT, and should be submitted to Contract Specialist Patricia Dickson or Contracting Officer Matthew Dickson via email. The survey is part of the market research process for the upcoming solicitation (Solicitation Number: W126G26RA008) and will help determine whether a PLA will be included in the project requirements.

(b) When awarding a contract in connection with a large-scale construction project (see 22.502), agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.504(d) applies.

Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR 52.222-34 Project Labor Agreement.
