About this opportunity

Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic has issued a Request for Information regarding the potential use of Project Labor Agreements (PLA) for a major construction project at Naval Submarine Base New London in Groton, Connecticut. The project involves constructing a P1102 Weapons Magazine and Ordnance Operations Facility with an estimated value between $100 million and $250 million. The scope includes building six Containerized Long Weapons Storage units, two Type G and one Type H earth-covered high-explosive magazines with overhead cranes, plus new Ordnance Operations and Sentry buildings. The work also encompasses demolition of 18 existing magazines and two buildings, site preparation including rock excavation and wetlands mitigation, and installation of electrical utilities and telecommunications infrastructure. This is strictly an information-gathering exercise and not a solicitation for proposals or bids.

The primary purpose of this Special Notice is to solicit public comments and market feedback on implementing Project Labor Agreements for this large-scale defense construction project. Interested parties have until October 8, 2025, to respond to the questionnaire addressing seven key areas including labor availability, contractor interest, wage rates, cost implications, and previous PLA experiences in the region. The project is classified under NAICS Code 237220 and will follow a Design-Bid-Build approach with an anticipated performance period of approximately 1,400 calendar days. No specific eligibility criteria are mentioned as this is an open market survey seeking input from contractors, unions, and businesses familiar with construction in the Connecticut region. The Navy emphasizes that no solicitation documents, specifications, or drawings are currently available, as this initiative is purely for information gathering to inform future procurement decisions.
