About this opportunity

The Department of the Navy Naval Facilities Engineering Command has issued a Sources Sought Notice for market research purposes to identify qualified firms capable of providing Construction Management Agent (CMA) and Project Delivery Consultant (PDC) services for Department of Defense construction projects. The government seeks both small and large businesses to provide professional construction program and project management services supporting the planning, design, execution, and delivery of construction projects, with particular emphasis on dormitories, historical and higher education facilities, and construction in occupied or mission-critical spaces. Interested firms must demonstrate expertise in key disciplines including project governance, design management, building commissioning, construction execution management, schedule and cost management, change order management, risk management, stakeholder collaboration, and procurement support. The evaluation will focus on firms' experience with complex DoD or institutional construction projects within the past five years, demonstrated capabilities, existing contract vehicles, and service locations. Capability statements are limited to 10 pages and must be submitted by 2:00 PM EST on July 23, 2025, to David.M.Potocek.civ@us.navy.mil.

This opportunity does not include any set-aside designations, though the government specifically encourages participation from small businesses including 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) firms. No incumbent contractors or current service providers are identified in the notice. The solicitation does not specify award values, budget ranges, or contract duration, as this is strictly a market research initiative rather than a formal procurement solicitation. Submissions must include company details, business size classification, socioeconomic status, and relevant project experience from the past five years. The notice emphasizes that this is solely for market research purposes and does not constitute an actual solicitation for services.
