About this opportunity

United States Special Operations Command (USSOCOM) intends to solicit engineering and technical support for the Program Manager Counterproliferation (PMCP) Service Support Contract (H9240226RE003), with final RFP release scheduled for 28 September 2026. This is a total small business set-aside.

The procurement covers the full acquisition and fielding lifecycle—requirements analysis, system development, testing, training, fielding, and sustainment—for Electronic Warfare, Counter Improvised Explosive Device operations, Explosive Ordnance Disposal, and Counter-Unmanned System technologies supporting Special Operations Forces Warfighters under the SOF AT&L mission.

Offerors must achieve CMMC Level 2 (Self) certification at proposal submission and CMMC Level 2 (Third Party Certification) within 12 months of award. The anticipated contract includes DFARS clauses 252.204-7021 and 252.204-7025 governing CMMC compliance. All personnel accessing Controlled Unclassified Information must be U.S. Citizens and maintain current NIST SP 800-171 DoD Assessment scores of 110 posted in the Supplier Performance Risk System. Prior to formal solicitation, all interested vendors must execute and submit a new Non-Disclosure Agreement; NDAs executed during draft RFP phases do not satisfy this requirement.

The final RFP and all solicitation documentation will be issued, managed, and submitted exclusively through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Vendors must establish PIEE account readiness and appropriate system roles in advance. Draft RFP feedback closed 15 June 2026; the government completed Q&A responses during the draft phase. Access to the restricted Draft RFP Q&A document requires SAM.gov request and CUI eligibility verification. Contracting Officer is Alicia Rasich; Contract Specialist is Blake Martin (blake.j.martin.civ@socom.mil, SOCOM.PMCP.SPTSVC.RFP.SHDMBX@socom.mil).
