Interested vendors are required to submit a 5-page capabilities statement by 12:00 p.m. EST on April 4, 2025, via email to kristen.k.lawrence.civ@socom.mil. The evaluation will focus on past performance, technical skills, and ability to support a per-student pricing structure as outlined in the SERE ELIN Price Spreadsheet.
The contract is a full and open competition with no specific set-aside designations, categorized under NAICS code 611699 with a size standard of $16.5 Million. The previous contract was awarded to T3I, Inc., and the upcoming solicitation is structured as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) commercial contract with a five-year ordering period. Training programs will include SERE Level C and B courses, with annual convenings ranging from 3-9 times per year and student capacities between 20-60 students per course. The government plans to issue the Request for Proposal in early July 2025, with a targeted contract award in December 2025. The initial per-student rate is estimated at $3,600 for the first year, with instructor travel costs around $5,000 per instructor and a total of 27 instructors needed across various training locations.
