About this opportunity
The Naval Air Systems Command, on behalf of Fleet Readiness Center Southeast (FRCSE) aboard Naval Air Station Jacksonville, Florida, intends to procure Production Support Services (PSS) for aircraft lines and associated repair shops, with a response deadline of June 5, 2026 for this Sources Sought notice. This is a follow-on procurement with no significant changes in scope, magnitude, or complexity from the current contract held by Prolog, Inc.
Work is performed 100 percent on-site at government facilities across five locations: NAS Jacksonville, Naval Station Mayport, Cecil Commerce Center (all Jacksonville, Florida), NAS Oceana, and NS Norfolk, Virginia, with Jacksonville representing approximately 90 percent of the workload.
The contractor must provide non-performance-based level-of-effort augmented services totaling approximately 290,000 man-hours per year (149 full-time equivalents) over a five-year base period from April 21, 2027 through April 20, 2032, with a six-month option period. The anticipated contract vehicle is a single-award IDIQ with labor CLINs.
All contractor personnel must be U.S. citizens with favorably adjudicated Tier-3 security investigations for unclassified work and appropriate clearances for classified access. Key Personnel positions require an Operations Manager with minimum eight years' military aviation maintenance management experience and a Site Supervisor with at least four years' aerospace or aircraft maintenance experience. Personnel require Common Access Cards, facility identification badges, and compliance with NISPOM, SECNAV M-5510.36B, NIST SP 800-171 cybersecurity controls, and CMMC Level 2 Self-Assessment. The contractor is not eligible for telework or remote work.
The NAICS code is 561210 (Facilities Support Services) with a $47 million small business size standard. The Government is conducting market research to determine if small business set-aside opportunities exist. Small business primes must perform at least 50 percent of contract costs themselves. The incumbent contractor previously held a Cost Plus Fixed Fee IDIQ set aside for small business; the current contract type is to be determined. The final RFP is estimated for FY26 Quarter 4, with an award date of February 21, 2027. Responses must address past relevant experience, management approach, staffing plans, team structure, ability to meet small business performance requirements, and company profile in ten-page capabilities statements due by 2:00 PM EDT on June 5, 2026, to benjamin.s.barton2.civ@us.navy.mil.
