About this opportunity

The United States Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina is conducting a sole source procurement for propeller assemblies, spare parts, and components for HC-144 Maritime Patrol Aircraft under solicitation number 70Z03825RL0000005. The procurement seeks an Indefinite Delivery Requirements contract covering 71 line items of aerospace components including valves, seals, spacers, bearings, washers, switches, and other precision mechanical parts critical to aircraft propeller systems. These items are classified as Critical Safety Items essential for the Coast Guard's drug and migrant interdiction, disaster response, and search and rescue missions. The solicitation is being conducted using FAR 12 and FAR 15 procedures, and while structured as sole source, all responsible sources may submit capability statements or proposals for agency consideration. The proposal submission deadline is September 22, 2025, at 12:00 PM EST, with all questions and proposals required to be sent to Dmitri.E.Mercer@uscg.mil with the solicitation number in the subject line.

This procurement does not utilize any set-aside designation and is classified under NAICS code 336413 with a small business size standard of 1,250 employees. The Coast Guard intends to award the contract to Hamilton Sundstrand DBA Collins Aerospace, Inc., the Original Equipment Manufacturer who owns the technical data rights and specifications for these components. The contract structure includes a one-year base period followed by four one-year option periods, with supplies provided through individually funded task orders. Market research conducted by the Coast Guard identified Hamilton Sundstrand as the only qualified source, as using alternative parts could compromise aircraft performance and warranties. The total estimated contract value has been redacted from the available documentation, and performance will occur at the Elizabeth City, North Carolina location where the Aviation Logistics Center is based.
