About this opportunity

The U.S. Army Medical Research Acquisition Activity (USAMRAA), supporting the Defense Health Agency (DHA) and Armed Forces Medical Examiner System (AFMES) at Dover Air Force Base, Delaware, has issued a Special Notice announcing their intent to procure licensing, maintenance, and support services for the Parabon FX software suite. This procurement will be awarded as a sole source contract to Parabon NanoLabs Inc. for a base year plus four option years without competition, as authorized under Federal Acquisition Regulation provisions. The software currently resides on the CLC Bio environment and supports the AFMES DNA Identification Laboratory's forensic analysis capabilities. The contract falls under NAICS code 541511 for Custom Computer Programming Services and requires specialized maintenance to continue the laboratory's critical DNA identification operations.

The Special Notice serves as a market survey to determine whether competitive procurement would be in the government's best interest, though the agency indicates strong justification for sole source award due to the proprietary nature of the Parabon FX software. The software was originally developed under OSD-AT&L Defense Forensic Enterprise awards to meet specific DoD requirements including CAC enablement, STIGS and DISA compliance, multi-platform NGS data analysis capabilities, chain of custody functions, and Short Tandem Repeat analysis. Interested contractors must submit written responses demonstrating their capabilities to Brian Miller at brian.d.miller1.civ@health.mil no later than 2:00 PM ET on August 21, 2025. The government emphasizes this is not a request for competitive quotes but rather an information-gathering exercise, with the Parabon FX software's unique development history and specialized forensic applications supporting the rationale for continued sole source procurement.

Notice text

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Defense Health Agency (DHA), Armed Forces Medical Examiner System (AFMES), located at Dover Air Force Base in Delaware. This notice is for the procurement of licensing, maintenance, and support of the Parabon FX software suite that resides on the CLC Bio environment. Base year plus four (4) option years without competition as prescribed in FAR 5.102(a)(6) and 5.203(a). The Sole Source vendor is Parabon NanoLabs Inc.

AFMES Deoxyribonucleic Acid (DNA) Identification Laboratory (AFDIL) is requiring the purchase of a base plus four (4) option years for licensing, maintenance, and support contract to maintain the functionality of the Parabon FX software due to the initial warranty licensing, maintenance and support expiring.

The Parabon FGX software was previously developed by Parabon NanoLabs Inc in fulfillment of OSD-AT&L Defense Forensic Enterprise award to meet the following DoD requirement. Parabon was to develop an agnostic data analysis software suite that was CAC enabled, met as many of the government defined STIGS and DISA requirements, could analyze NGS data from any commercial instrument, would have Chain of Custody function, and could analyze Short Tandem Repeat Data. Additionally, Parabon was awarded a second OSD-AT&L Defense Forensic Enterprise funded project to develop a nuclear single nucleotide polymorphism (SNP) assay and a SNP analysis module that plugged into the Parabon FX analysis suite. As part of the development agreement, a full version of the Parabon FX software and 2-year maintenance was transferred to AFMES.

The North American Industry Classification System (NAICS) for this requirement is 541511 and FSC DA10.
This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government.

All questions and responses concerning this notice shall be emailed to Brian Miller at brian.d.miller1.civ@health.mil.
