About this opportunity
The Department of State is soliciting quotations for interior painting services at the Chief of Mission Residence (CMR) located at 18 Tong Dan Street in Hanoi, Vietnam. The scope of work includes painting, drywall and plaster repair, and related interior finishing services for a 4,000 square meter residential property spanning four levels. Contractors must use Dulux 5 in 1 Ambience interior paint or equivalent, prepare all surfaces properly, apply primers and multiple coats, and provide a one-year warranty on completed work. The government will award the contract on a firm-fixed-price basis to the responsible company submitting the lowest acceptable offer, with award decisions made on initial proposals without discussions unless a competitive range requires clarification. Quotations must be submitted in English by January 16, 2026 at 5:00 PM local Vietnam time, and all offerors offering services valued at or above USD 30,000 must be registered in the System for Award Management (SAM) prior to proposal submission. A pre-proposal site visit was scheduled for December 22, 2025, with participant lists required by December 19, 2025.
This procurement is not designated as a set-aside and has no identified incumbent contractor. The estimated contract value falls between USD 30,000 and USD 40,000, with a 10 percent Value Added Tax (VAT) to be applied to the final award amount. The painting project encompasses approximately 3,200 square meters of walls, 800 square meters of ceilings, and 365 square meters of wooden doors, with the building expected to remain vacant during performance. The contractor must complete all work within the 12-month performance period specified in the purchase order, performing all labor, furnishing materials and equipment, and coordinating with the U.S. Embassy's General Services Office (GSO) Contracting Unit. Jacqueline Jin serves as the Contracting Officer managing this solicitation for the Embassy in Hanoi.
