About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) has issued a Special Notice regarding the procurement of charrette training for its strategic and project planning experts. The notice seeks professional training services from the National Charrette Institute (NCI) to support implementation of a new planning charrette strategy. Specifically, NAVFAC is requesting training for 30-40 staff members across a minimum of five Naval Facilities Engineering Systems Commands (FECs) located in the Continental United States, with potential expansion to overseas locations. The training is targeted for completion by spring 2025, enabling staff to implement planning charrettes in the subsequent months. The opportunity is categorized under NAICS Code 611430 for Professional and Management Development Training.
The primary objective of this Special Notice is to develop and deliver comprehensive charrette training that will enhance NAVFAC's strategic project planning capabilities. The government has identified Michigan State University as a potential sole source provider and has established a five-business-day window for alternative providers to submit statements of capabilities. Contractors interested in this opportunity must demonstrate their ability to provide the required training and potentially compete for the contract. Eligibility is open to training providers with expertise in charrette methodology and professional development for engineering and facilities management professionals. The notice indicates that NAVFAC will retain discretion in determining whether to open the requirement to broader competition based on responses received. Interested parties must submit their statements directly to the point of contact, Alicia N. Mitchell, via the provided email address. The anticipated award date is set for 14 May 2025, with training sessions to be conducted in the subsequent months.
Notice text
NAVFAC has developed a guide to assist its strategic and project planning experts in these planning charrettes who will pilot the process in 2-3 locations in the next couple of months. To support effective implementation of this charrette strategy, NAVFAC requests NCI charrette training for 30-40 staff at a minimum of five Naval Facilities Engineering Systems Commands (FECs) in the Continental United States, with the potential for additional sessions at overseas locations. These trainings will be needed by spring 2025 so staff can implement planning charrettes shortly thereafter.
