About this opportunity
The General Services Administration (GSA) Federal Acquisition Service Technology Transformation Services is seeking a three-month license to an artificial intelligence analysis platform/tool for a short-term procurement data pilot through Request for Quote #47QPCA26Q0006. The AI platform must provide unified procurement view, hidden contract detection, duplicate spend mapping, non-compliant spend detection, commercial pricing benchmarking, renewal tracking, and custom metrics capabilities to analyze GSA procurement data. Key requirements include deployment readiness at pilot start, ability to handle multiple years of procurement documents, raw document parsing, data retention within the United States, full NIST 800-53 standard compliance, and Section 508 accessibility conformance. The government will evaluate proposals based on technical merit, which is weighted more heavily than price, and will make a best value tradeoff determination with possible negotiation with the top-rated respondent. Questions were due November 10, 2025 at 12:00pm ET, and quote submissions are due November 17, 2025 at 12:00pm ET, with respondents required to submit an Organizational Conflict of Interest declaration, technical narrative (limited to three pages), commercial supplier agreement, and firm-fixed price quotes.
This procurement is set aside 100 percent for small businesses, specifically Women-Owned Small Businesses (WOSB). There are no identified incumbent contractors or current contract holders mentioned in the solicitation materials. The vendor price sheet indicates a single contract line item for one three-month license with pricing to be provided by respondents; the initial price sheet showed $0.00, suggesting this may be a pilot evaluation potentially offered at no cost or requiring vendor pricing submission. The contract will be performed under simplified acquisition threshold (SAT) procedures with a firm-fixed price structure for the three-month period of performance. The place of performance is Washington, DC 20405, with GSA TTS engineering teams and Federal Acquisition Service leaders analyzing the pilot results to identify inefficiencies and hidden financial exposure in GSA contracts.
