About this file

This document is a Purchase Order Terms, Conditions, Provisions, and Clauses for a Procurement Data Pilot by the General Services Administration (GSA) Technology Transformation Services (TTS). The pilot involves a three-month license for an artificial intelligence (AI) analysis platform/tool to be deployed within the GSA IT environment. The AI platform must provide functionalities including unified procurement view, hidden contract detection, duplicate spend mapping, non-compliant spend detection, commercial pricing benchmarking, renewal tracking, and custom metrics.

The procurement is a simplified acquisition under the simplified acquisition threshold (SAT), with a single firm-fixed-price contract line item. A TTS engineering team will feed procurement data into the platform, and TTS, Federal Acquisition Service leaders, and the GSA Administrator's suite will analyze the results. The document includes extensive requirements for IT security, data protection, accessibility, and restrictions on releasing contract information. The contractor must comply with numerous GSA policies, protect all information as controlled unclassified information, and obtain approval before any public communications about the contract.
