About this file
This Request for Quote (RFQ) is issued by the General Services Administration (GSA) Technology Transformation Services for a three-month procurement data pilot to license an artificial intelligence (AI) analysis platform. The RFQ #47QPCA26Q0006 seeks a small business vendor to provide an AI tool with specific functionalities, including unified procurement view, hidden contract detection, duplicate spend mapping, non-compliant spend detection, commercial pricing benchmarking, renewal tracking, and custom metrics. The contract is an open market purchase under the simplified acquisition threshold, with a NAICS code of 513210 (Software Publishers) and a Product Service Code of DA10 for IT and Telecom business application software.
Key dates include RFQ posting on 11/5/2025, questions due by 11/10/2025, and quote submission closing on 11/12/2025. The government will evaluate quotes based on technical merit (which is more important than price) and will conduct a best value tradeoff. Respondents must be registered in ASSIST and VCSS systems, submit an Organizational Conflict of Interest declaration, provide a technical narrative, commercial supplier agreement, and a firm-fixed price quote. The AI use is specified as non-"High-Impact", and TTS TechAcq reserves the right to publish non-confidential information about the acquisition, including potential publication of project management data and top-line spending information.

TTS TechAcq hereby issues this solicitation as an RFQ, with its associated attachments, under RFO-2025-12 Federal Acquisition Regulation (FAR) Subpart 12.2 procedures to establish a purchase order under the simplified acquisition threshold (SAT) for a three-month license to an artificial intelligence (AI) analysis platform / tool that will be used for a short-term procurement data pilot.
2.0 Instructions
The Government intends to award an open market purchase order based on the initial quote. Therefore, it is critical that the initial submission is the respondent’s best quote that is fully responsive to the RFQ.
The quote will be evaluated in accordance with Section 3.0 below. Failure to follow the instructions may result in rejection of the quote.
The respondent is cautioned not to include caveats or exceptions within any part of their submission. Inclusion of caveats or exceptions to the requirement of any kind may result in the quote no longer being considered. The respondent should ONLY submit information explicitly requested in this RFQ. Failure to submit the required attachments may result in the quote being rejected. Late submission of the quote may not be considered.

2.2 Quote Contents for Administrative Information
The respondent shall provide an executive summary that introduces the company and the AI tool / platform and that confirms the following. This section shall be no more than two pages and should be in 12-point font. Diagrams are welcomed (and a smaller font is permitted within the diagrams).
Registration Status in ASSIST and VCSS The respondent must be registered in both the Assisted Services Shared Information System (ASSIST) and the Vendor and Customer Self Service (VCSS) system to receive an award.
For ASSIST, please complete registration via this link:

The respondent shall confirm their registration status in ASSIST and in VCSS as well.
Potential OCI Statement As part of the quote, the respondent shall certify, to the best of their knowledge and belief, that they are not aware of any information bearing on the existence of any https://assist.gsa.gov/assist-web/registration/contractor/search https://pegasys-vcss.gsa.gov/vcssregistration/default.aspx mailto:businessapps@gsa.gov potential OCI. They shall do so by filling out, signing, and submitting Attachment 1 - OCI Declaration.
If the respondent cannot so certify, they shall provide a disclosure statement in the quote which describes all relevant information concerning any past, present, or planned interests bearing on whether they (including their chief executives and directors, or any proposed consultant or subcontractor) may have a potential OCI.
The respondent should refer to FAR Subpart 9.5 and General Services Acquisition Manual (GSAM) Part 509 for policies and procedures for avoiding, neutralizing, or mitigating OCI.
2.3 Quote Contents for Technical and Past Performance
The respondent will submit a narrative that explains how their quoted AI platform / tool provides all of the following required functionalities:
● Unified procurement view
● Hidden contract detection
● Duplicate and overlapping spend mapping
● Non-compliant spend detection
● Commercial pricing benchmarking
● Renewal tracking
● Custom metrics
The narrative must also include any past performance information about implementation of the AI platform / tool at another agency or commercially. The respondent shall submit the commercial supplier agreement (CSA) for the AI platform / tool as an attachment to the narrative.
The written narrative shall be no more than three pages (not counting the CSA) and should be in 12-point font. Diagrams are welcomed (and a smaller font is permitted within the diagrams).
2.4 Quote Contents for Price
The respondent will use Attachment 2 - Vendor Price Sheet to submit the price quote and document all pricing rationale and assumptions in the second tab of the sheet. The total firm-fixed price (FFP) must encompass the total cost of the licensing of the AI platform / tool for three months and any technical assistance that may be required in setting up the platform / tool for initial use to analyze procurement data. The Government hereby requests discounted pricing less than the respondent’s commercial rates.
3.0 Evaluation
3.1 Basis for Award
The Government anticipates awarding a purchase order to the respondent whose quote is the most advantageous to the Government, price and technical factors considered. The technical factor is more important than price. A best value tradeoff will be conducted, and an award may be made to the quote that does not have the lowest price.
The Government intends to make an award without engaging in exchanges, but reserves the right to enter into exchanges if it is determined advantageous to the Government to do so. The Government may waive informalities and minor irregularities in the quote received.
Once the Government determines the respondent that is the best-suited contractor (i.e., the apparent successful respondent), the Government reserves the right to communicate with only that respondent to address any remaining issues, if necessary, and finalize a purchase order award with that respondent. These issues may include technical and price, including amending the CSA to achieve compliance with Federal law and Government needs. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues. The purchase order will ultimately be awarded to the contractor that represents the best value to the Government.
3.2 Administrative Information
The administrative information provided will be evaluated when the quote is first received and as part of the responsibility determination for the award.
The Government will review the OCI declaration and if the CO determines that a potential conflict exists, the respondent shall not receive an award unless the conflict can be avoided or otherwise resolved through the inclusion of a special purchase order clause or other appropriate means. The terms of any special clause are subject to negotiation. If the respondent fails to submit the OCI declaration / disclosure statement, the Government may not evaluate the respondent’s quote and they may be eliminated from award consideration.
3.3 Technical and Past Performance Evaluation
The Government will evaluate the technical and past performance narrative by performing a comparative evaluation (i.e., comparing quotes to each other) to identify the respondent(s) providing greater technical merit. The Government will also review the submitted CSA and any past performance information reported to the Contractor Performance Assessment Reporting System (CPARS).
3.4 Price Evaluation
The Government will evaluate the quoted firm-fixed price to determine that the price is fair and reasonable.
4.0 Notification of AI Use
The respondent is hereby notified that the use of AI during the three-month pilot will not involve “High-Impact” AI (see OMB Memorandum M-25-21 for High-Impact AI definition and parameters).
5.0 TTS Transparency Policy
The respondent is advised that TTS TechAcq reserves the right to publish documents associated with this acquisition on a publicly-available website, including any RFQs or their amendments, as well as question and answer exchanges with prospective respondents with source-identifying information removed. TTS TechAcq reserves the right to publish any other relevant information that is not confidential or proprietary in nature, but will not publish any source-selection sensitive information that would otherwise implicate procurement integrity concerns.
Upon award of the acquisition, TTS TechAcq may publish the total price of the selected quote and certain non-source-identifying data. During the duration of this purchase order, TTS TechAcq may similarly publish data related to project management (e.g., user stories, milestones, and performance metrics, etc.) and top-line spending data.
