The procurement is open competition; no set-aside applies. This is a firm fixed-price supply contract with all offers required on an "all or none" basis.

Technical specifications mandate guaranteed energy absorption of 3,067 kNm (±5%), reaction force of 5,257 kN (±10%), hull pressure of 145 kPa (±5%), and safety valve setting of 175 kPa (±5%). Written questions are due June 18, 2026, at 11 a.m. Korea Standard Time, addressed to hyon.t.yang2.ln@us.navy.mil. Evaluation criteria are technical acceptability (Factor I) and lowest price quote (Factor II), with award based on technical acceptability and price unless past performance indicates the low price technically acceptable offer may not be most advantageous to the Government.
