AMENDMENT 0003 TO SOLICITATION N6264926QK002
This is Standard Form 30 (SF 30), Amendment 0003 to solicitation N6264926QK002, issued by the Naval Supply Fleet Logistics Center (NAVSUP) Yokosuka on June 17, 2026, with an effective date of June 17, 2026. The amendment was issued by code N62649, NAVSUP FLT LOG CTR YOKOSUKA PSC 473 BOX 11, FPO AP 96349-1500. The contracting officer is Willie J. Harris, Jr.
The amendment incorporates two DFARS clauses and modifies Section M – Evaluation Factors for Award to align with the Performance Work Statement (PWS). The added clauses are DFARS 252.225-7000 (Buy American–Balance of Payments Program Certificate–Basic, effective January 2024) and DFARS 252.225-7021 (Trade Agreements–Basic, effective January 2024). The evaluation criteria under FAR 52.212-2 (Evaluation-Commercial Products and Commercial Services) were updated with Deviation 2026-O0038 effective January 2026. FACTOR I addresses technical capability through three sub-factors: ISO 17357-1:2014 standards compliance certification; specific design ratings including 50kPa internal operating pressure, 4750 kN-m minimum guaranteed energy absorption at 60% deflection, 5700 kN reaction force, 155kPa maximum hull pressure, 175kPa ±10% safety valve setting, and 250kPa minimum testing pressure; and ABS, DNV-GL, LR, or BV approval certification requiring prototype testing, durability testing, angular/parallel compression tests, puncture resistance testing, dimensional inspection, air-leakage testing, hydrostatic-pressure testing, and material batch reports. FACTOR II is price, evaluated as lowest price quote. Award will be made on technical acceptability and price unless past performance information indicates the low price technically acceptable offer may not be most advantageous to the Government. All other terms and conditions remain unchanged.

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Evaluation factors other than price when combined are approximately equal to price.

- Sub-Factor 1: Certificate of compliance with ISO 17357-1:2014 standards for the proposed product
- Sub-Factor 2: Must meet design ratings for:
* Internal Operating Pressure: 50kPa
* Guaranteed Energy Absorption (GEA) at 60% deflection: greater or equal to 4750 kN-m
* Reaction Force at GEA: greater or equal to 5700 kN
* Hull Pressure at GEA: not to exceed 155kPa
* Safety Valve Setting: not to exceed 175kPa +/- 10%
* Testing Pressure: at least 250kPa
- Sub-Factor 3: Must produce ABS, DNV-GL, LR or BV approval certification of materials:
* Prototype testing
* Durability testing
* Angular / parallel compression tests
* Puncture-Resistance
* *Dimensional inspection
* *Air-leakage testing
* *Hydrostatic-pressure testing
* *Material batch reports for specific rubber used

FACTOR II - Price - Lowest price quote
Note: The Government will award on the basis of technical acceptability and price unless the Contracting Officer is aware of past performance information related to the low price technically acceptable quote/offer which indicates that quote/offer may not be the most advantageous to the Government. In that case, the Government reserves the right to consider the past performance of other quotes/offers, and award to other than the lowest price quote/offer.
(b) . The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the Options (if applicable) basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) . A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in Notice of award the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
