About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a U.S. Navy submarine fender procurement. The amendment, numbered 0002 and effective June 17, 2026, modifies solicitation N6264926QK002 issued by Naval Submarine Force Logistics Command Yokosuka to change the procurement from a sole-source to a "Brand Name or Equivalent" acquisition.

The solicitation requires purchase, shipment, and offloading of two 3.3-meter by 10.6-meter submarine hydro-pneumatic fender systems including chains, shackle sets, and counterweights, plus one fender maintenance kit with air and water hoses, gauges, and rubber repair kit. Fenders must be new (not refurbished), Yokohama brand or equivalent, vertically positioned, and rated for 50kPa submarine use, with ISO 17357-1:2014 certification by ABS, DNV-GL, LR, or BV. Technical specifications include guaranteed energy absorption of 3,067 kNm ±5 percent, reaction force of 5,257 kN ±10 percent, hull pressure of 145 kPa ±5 percent, and safety valve setting of 175 kPa ±5 percent. Delivery location is Commander Fleet Activities Chinhae, Korea warehouse, with a 120-150 day performance period after order receipt. The response due date was extended from June 17, 2026, to June 25, 2026, at 10 a.m. Korea Standard Time. Evaluation is based on technical acceptability (ISO certification, design ratings compliance, and ABS approval certification for both prototype and individual unit-level testing) and lowest price quote. The contract type is firm fixed-price supply, with all offers required to be submitted in U.S. dollars on an "all or none" basis. Offerors must submit proof of authorization to operate in South Korea per DFARS 252.225-7042.
