About this opportunity
NASA's Shared Services Center issued a sole source Special Notice on September 4, 2026, announcing intent to procure a Laboratory Portable SpectroReflectometer (LPSR 300) solar absorptivity measurement system from AZ Technology, with capability statements due September 8, 2026 at 7:00 a.m. Central Time. The procurement will be conducted under FAR Part 12 commercial item procedures and FAR 12.102(a) sole source authority.
The LPSR 300 will replace an aging thermal emissivity/solar absorptivity measurement system at NASA Langley Research Center that has been in service for over 30 years. The system must measure spectral total hemispherical reflectance across 250 to 2800 nanometers in compliance with ASTM E903, with spectral resolution of 5 percent or better, measurement repeatability of 2 percent, and a measurement head weighing less than 20 pounds capable of operating in any orientation. Full spectral scans must complete in four minutes or less. The deliverable includes the LPSR 300 unit, power supply, Windows 10 computer with AZ Technology software, reusable shipping container, and one-year limited warranty, with delivery required within 180 days of award to Hampton, Virginia. NASA will apply a $20,000 trade-in allowance for the existing LPSR 300 unit. Competition is deemed impractical because alternative vendors cannot accommodate the trade-in provision and continuity of specifications is essential for historical data comparison.
Interested vendors must submit written capability statements (not quotes) to Shanna L. Patterson at Shanna.L.Patterson@nasa.gov referencing the notice ID. The Government reserves discretionary authority to proceed with the sole source award regardless of responses received. NAICS code is 334516; PSC code is 6695.
