About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name, dated August 7, 2026, with an estimated period of performance through January 31, 2026. NASA recommends sole source procurement from AZ Technology for the supply of a new LPSR 300 solar absorptivity measurement system. The procurement includes a trade-in provision for the existing old LPSR 300 unit. The total estimated cost is redacted in the document.

The justification for sole source procurement centers on the unique specifications and capabilities required for the instrument. NASA specifies that the measurement system must be portable and capable of in-space use with extravehicular activity assessment capability, featuring a measurement head weighing less than 20 pounds, spectral resolution of 5 percent or better across the 250 to 2500 nanometer wavelength band, and repeatability of ±2 percent. The measurement head must operate accurately in any orientation regardless of positioning. The document notes that using an alternative vendor or brand would prevent the trade-in of the existing SPSR 300 unit and result in significant additional costs. Continuity of specifications is essential for consistent analysis and comparison with historical data. Competition is deemed impractical due to the specialized technical requirements and the unique trade-in arrangement available only through AZ Technology.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with AZ Technology only for Supply or Service to be procured. The total estimated cost of this effort is and the estimated period of performance is 1/31/26.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.

The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The supplier of the instrument can provide a new LPSR 300 solar absorptivity measurement system with trade-in the existing old LPSR 300 unit with unique specification listed below.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

We cannot trade in the existing SPSR 300 unit and expend much cost for the instrument procurement. We need a vendor/brand instrument, which can provide a capability to be used in space in situ with a portable option for extravehicular activity assessment with measurement head less than 20 lb. Spectral resolution of 5% or better in the 250 to 2500 nm wavelength band with repeatability of +/- 2%. We need to use the same spec to continue this analysis consistently and compare with the past data properly.

ADDITIONAL COMMENTS:

Measurement head shall be capable of operating in any orientation, i.e. operator can hold measurement head face up, face down, or at an angle and still take accurate measurements.
