About this file

This is a Statement of Work for the procurement of a Laboratory Portable SpectroReflectometer (LPSR 300) system for LaRC to replace an aging thermal emissivity/solar absorptivity measurement system that has been in service for over 30 years. The procurement is designated as sole source, with the supplier being AZ Technology. The LPSR 300 will measure spectral total hemispherical reflectance across the solar range of 250 to 2800 nanometers in compliance with ASTM E903.

The system must meet specific technical requirements including spectral resolution of 5% or better in the 250 to 2500 nm wavelength band, measurement repeatability of ±2%, capability to measure samples 0.625-inch diameter or larger, and completion of full spectral scans in four minutes or less. The measurement head must weigh less than 20 pounds, operate in any orientation, and function on 115 VAC/60 Hz power. The provided software must automatically integrate reflectance values to calculate solar absorptance for air mass zero per ASTM E490 and include an option for air mass 1.5 calculations using ASTM G-173 data. Additional requirements include automatic slit control, manual mode operation, a minimum of 100 reflectance data points per scan, and data export capability to USB drive. The deliverable includes the LPSR 300 unit, power supply, Windows 10 computer with AZ Technology software, and reusable shipping container with one-year limited warranty. The system will be delivered to Langley Research Center in Hampton, Virginia, with a delivery timeline of 180 days ARO or sooner. A trade-in allowance of $20,000 applies for the old LPSR 300 unit (S/N 120), and payment is due within 30 days of invoice submission after instrument delivery.

STATEMENT OF WORK

1.0 Introduction/Background: The aging thermal emissivity/solar absorptivity system at LaRC has been in service for various missions over 30 years. The solar absorptivity unit (LPSR 300) has been down for many years. A new Laboratory Portable

SpectroReflectometer (LPSR 300) offering improved solar absorptivity measurements for broader solar range ~250-2800 nm with a trade-in option for the old system is available to save budget. The new system should be compact, lightweight, rugged, portable, and ergonomically engineered for ease of use in the field while providing improved measurement performance and maintainability. The new LPSR 300 system should be able to measure spectral total hemispherical reflectance for solar range from 250 to 2800 nm according to ASTM E903.

2.0 Scope of Work: Sole source PR is requested to procure a LPSR 300 system with trade-in the old LPSR unit to measure solar absorptivity effectively with a compact unit.

3.0 Objectives: The objective of the PR is to procure a new LPSR 300 system as a sole source.

4.0 Description of the Work/Contractor Tasks:

The supplier of the instrument should provide a new LPSR 300 solar absorptivity measurement system with trade-in the existing old LPSR 300 unit with unique specification listed below.

Specification (Following key features are required)

• Trade-in option for an old LPSR unit should be available

• Capable of measuring spectral total hemispherical reflectance from 250 to 2800 nanometers per ASTM-E903.

• Spectral resolution of 5% or better in the 250 to 2500 nm wavelength band.

• Repeatability of +/- 2%.

• Capable of measuring 0.625-inch diameter sample or larger.

• Measurement head shall be capable of operating in any orientation, i.e. operator can hold measurement head face up, face down, or at an angle and still take accurate measurements.

• Measurement head should weigh less than 20 lbs.

• 115 VAC/60 Hz power.

• Capable of full spectral scan in four minutes or less.

• Provided software must automatically integrate reflectance values to calculate solar absorptance for air mass zero using solar spectral irradiance data given in ASTM E-

490.

• Provided software must have option for calculating solar absorptance for air mass

1.5 using solar spectral irradiance data given in ASTM G-173.

• Full spectral scan must contain a minimum of 100 reflectance data points

• file or comma-separated-value (*.csv) file on a USB thumb drive.

• Automatic slit control.

• Must have option for manual mode, where operator can select wavelength, turn lamps on and og, adjust lamp intensity, and illuminate either the sample or the reference.

• Include measurement head, power supply, any required cables, and controller computer with all necessary software for operation.

• AZ Technology LPSR-300

5.0 Deliverables:

LPSR-300: Laboratory Portable SpectroReflectometer

Includes: LPSR 300 unit; power supply, computer with Windows 10 and AZ

Technology software; Reusable shipping container, 1 year limited warranty.

Delivery to Langley Research Center, Hampton, VA 23681

Other Considerations:

Applicable Documents/Background:

Should include 1 year limited warranty.

Trade-in old LPSR-300 unit (S/N 120) (for $20,000 saving)

Milestones:

• NET 30 after invoice submission after delivery of instrument.

• Delivery 180 days ARO or sooner entirely dependent upon the stage of production the instrument is in at the time the customer PO is issued. Lead times are estimations and subject to change, in which event the customer will be notified as soon as possible.

• In the case of the Instrument Warranty, the vendor will repair instruments which are defective. Any repairs must be done by the care of the vendor only or the warranty is void.
