About this opportunity
The National Institute on Drug Abuse (NIDA) and National Institute on Aging (NIA) under the Department of Health and Human Services are seeking specialized image processing services for the Baltimore Longitudinal Study of Aging (BLSA). The procurement involves processing functional magnetic resonance imaging (fMRI), diffusion tensor imaging (DTI), and computed tomography (CT) images, including co-registering brain imaging data, defining gray and white matter regions of interest, conducting pre-processing and region of interest analyses, and implementing advanced temporal modeling techniques. This is a non-competitive pre-solicitation notice indicating the government's intent to award directly to Vanderbilt University without full and open competition under FAR Part 13 Simplified Acquisition Procedures. The award is scheduled for approximately September 24, 2025, with the pre-solicitation notice posted on September 8, 2025, and a due date of September 23, 2025. The procurement is classified under NAICS code 621512 (Blood and Organ Banks) with a size standard of $16.5 million.
This procurement does not utilize any set-aside designations and is being pursued as a sole-source award to Vanderbilt University based on the contracting officer's determination that circumstances deem only one source reasonably available. The contract will span one year from September 30, 2025, to September 29, 2026, requiring an estimated 4 part-time contractor employees with specific hour allocations: 100 hours for a director, 800 hours for a data analyst, and 2,000 total hours for graduate assistants. The work encompasses processing both newly acquired and historical imaging data from brain MRIs, thigh MRIs, and CT scans of the abdomen and leg, focusing on segmenting and quantifying regions of interest including fat, muscle, and bone. Deliverables include bimonthly progress reports, pre-processed images, and statistical analysis results, with the National Institute on Aging retaining unlimited rights to all contract deliverables.

The purpose of this requirement is to obtain methodological and technical expertise in the processing of functional magnetic resonance imaging (fMRI) and diffusion tensor imaging (DTI) as well as computed tomography (CT) images. These services will continue the established protocols and statistical approaches for the analysis of white matter correlates of alterations in functional connectivity as well as functional connectivity correlates of white matter alterations in the brain. In addition, this requirement will implement the image processing techniques developed during the prior period for the evaluation of body composition and bone morphometry in the abdomen and leg. The provision of these capabilities will facilitate the continued use of BLSA data in state-of-the-art imaging studies related to cognitive and motor function.
