About this opportunity

The Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity is seeking academic training services through a Firm-Fixed-Price Single Award Task Order Contract (SATOC) for the U.S. Army Prime Power School (USAPPS). The requirement involves providing qualified adjunct instructors and professors to deliver four academic modules—Mathematics, Applied Physical Concepts, Mechanical System Engineering, and Electrical System Engineering—comprising 475 instructional hours across a 525-hour training cycle. Contractors must instruct three classes per year with class sizes between 12 and 35 students, provide reinforcement training (tutoring) Monday through Friday from 17:30 to 21:30 hours, and conduct Program of Instruction (POI) development and maintenance. Award will be based on a best value tradeoff analysis considering five factors: personnel qualifications and staffing approach (most important), academic approach and institutional capability, instructional methodology and end-user focus, past performance, and price (least important). Proposals were due by 10:00 am Eastern Time on April 15, 2026, with clarification questions having been due by 10:00 am ET on April 10, 2026. Amendment 2 extended the submission deadline from 10:00 am to 5:00 pm EST on April 15, 2026.

This solicitation is for full and open competition with no set-aside designations applied. Lincoln University is identified as the incumbent contractor under the previous IDIQ contract W912HQ21D0001. The contract has a total capacity of $2,601,726.00 over the five-year ordering period from April 26, 2026 through April 25, 2031, consisting of a one 12-month base year and four 12-month option years. The first task order, awarded simultaneously with the SATOC, covers April 27, 2026 to May 9, 2027 and includes three academic course modules. Offerors must hold accreditation from a U.S. Department of Education or Council for Higher Education Accreditation-recognized agency and propose instructors with a minimum Master's Degree in an engineering science discipline, three years of teaching experience, and relevant expertise in the four required modules. All services will be performed at Fort Leonard Wood, Missouri, in Building 12630 FLW 28, where the government will furnish facilities, utilities, equipment, and materials.
