About this opportunity

The Naval Facilities Engineering Command (NAVFAC) Southeast, under the Department of the Navy, issued a Special Notice on March 17, 2026, soliciting public comments regarding the potential use of Project Labor Agreements (PLAs) for a major construction project at Joint Reserve Base New Orleans, Louisiana. This Request for Information (RFI) is a market survey and does not constitute a formal request for proposal, quote, or invitation for bid. The project involves primary runway and pavement repairs, including full-depth reconstruction of pavement sections, asphalt mill and overlay work, and runway re-striping across multiple taxiways and runways. The construction project is anticipated to have a magnitude between $25 million and $100 million with a general period of performance of approximately 1,110 calendar days. The project will follow a design-bid-build delivery method and is classified under NAICS Code 237310 (Highway, Street, and Bridge Construction).

The primary purpose of this Special Notice is to gather stakeholder input regarding PLA implementation, as Executive Order 14063 requires federal agencies to use PLAs on large-scale construction projects with estimated costs at or above $35 million. Interested parties, including government entities, unions, contractors (both union and non-union), and qualified small businesses, are invited to submit responses to a detailed questionnaire addressing their organizational capacity, labor availability, experience with PLAs, wage rate comparisons, and potential cost implications of PLA requirements. The response deadline is March 24, 2026, allowing respondents one week to provide comprehensive feedback. There are no specific eligibility restrictions outlined in this RFI phase; rather, the government is seeking broad market intelligence to inform its decision-making process. No formal solicitation, specifications, or drawings are available at this preliminary stage, as this notice precedes actual contract development.
