About this opportunity
Air Force Special Operations Command issued a Notice of Intent to sole source fiber optic phone/analog extenders (parts TCRM191R-01-01-PP, TC1901R-L1ST-2-12, TC1901S-L1ST-2-12) from TC Communications for the Cannon Air Force Base Primary Crash Alert System, with a comment deadline of May 22, 2026. The 27th Special Operations Contracting Squadron will conduct this simplified acquisition under RFO Part 12 procedures; the estimated contract value is $24,610.41, below the Simplified Acquisition Threshold.
The Contracting Officer determined that TC Communications is the sole reasonably available source for this proprietary integrated system. Market research conducted from December 1, 2025 through February 27, 2026 encompassed Internet searches, outreach to other Primary Crash Alert System operators, and GSA searches, confirming no alternative manufacturers meet the government's requirements. Purchasing from any other manufacturer would result in incompatible parts, prolonging the current system outage and increasing emergency response times for in-flight emergencies. The acquisition is justified under RFO 12.102(a), which permits single-source procurement when only one source is reasonably available.
Interested parties may submit comments or concerns to SrA Peter Iannuzzo at peter.iannuzzo@us.af.mil.
Notice text
The government intends to sole source the acquisition of fiber optic phone/analog extenders (parts TCRM191R-01-01-PP, TC1901R-L1ST-2-12, TC1901S-L1ST-2-12) from TC Communications. Failing to purchase this system from the original manufacturer will result in receiving incompatible parts, prolonging the current system outage and the associated increased response times for in-flight emergencies at Cannon AFB.
