About this file

This is a Determination and Findings (D&F) document for a single-source acquisition by the Department of the Air Force.

The 27th Special Operations Contracting Squadron is acquiring fiber optic phone/analog extenders (parts TCRM191R-01-01-PP, TC1901R-L1ST-2-12, TC1901S-L1ST-2-12) from TC Communications for the Cannon Air Force Base Primary Crash Alert System. The total estimated contract value is $24,610.41, which falls below the Simplified Acquisition Threshold. The acquisition will be conducted using Revolutionary FAR Overhaul (RFO) Part 12 Simplified Procedures under Purchase Request Number F1L1H86070AA01. TC Communications is identified as the sole manufacturer of the proprietary, integrated full suite of components designed to extend phone and analog services over a fiber optic circuit. Market research was conducted from December 1, 2025 through February 27, 2026 by TSgt Curtis D. Doughty using Internet searches, outreach to other work centers with Primary Crash Alert Systems, and GSA searches, which confirmed no other sources are available to meet the Government's requirements. The single-source acquisition is justified under RFO 12.102(a), which permits solicitation from a single source or brand name when circumstances deem only one source reasonably available. The Contracting Officer determined that purchasing from TC Communications is in the best interest of the Government, as obtaining the system from another manufacturer would result in incompatible parts, prolonged system outages, and increased emergency response times at Cannon AFB.
