About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking preventive maintenance services for a Frontier brand multi-shot Pyrolyzer and Autosampler used in its forensic science laboratory. The solicitation is a combined synopsis/solicitation for commercial items, requesting quotations for comprehensive maintenance support including one annual preventative maintenance visit and up to four corrective maintenance services per year. All work must be performed by Frontier-certified technicians using original equipment manufacturer (OEM) parts. The contract will be awarded using the Lowest-Price-Technically-Acceptable (LPTA) method, with quotes evaluated based on technical capabilities and pricing. Key deadlines include a January 7, 2025 deadline for submitting questions and a January 16, 2025 deadline for quote submissions, with quotes required to remain valid for 30 calendar days. Vendors must be registered and active in the System for Award Management (SAM) at the time of quotation submission.
The solicitation is set aside exclusively for small businesses in the Analytical Laboratory Instrument Manufacturing sector (NAICS 334516). The contract covers a base period of February 1, 2025 through January 31, 2026, with four potential one-year option periods extending the contract through January 31, 2030. Performance will take place at the ATF Forensic Science Laboratory in Calverton, Maryland. The equipment supports critical criminal investigations, necessitating minimal downtime and prompt maintenance response. After four corrective maintenance visits, the selected vendor must provide unlimited factory repairs including shipping, labor, and parts. While specific award values are not detailed, the contract includes provisions for comprehensive maintenance services with an emphasis on technical expertise and rapid response capabilities. Contractors must also comply with various Federal Acquisition Regulation (FAR) provisions related to commercial items, labor standards, and government contracting requirements.
