About this opportunity
The U.S. Embassy in Quito, Ecuador, through the Department of State, is seeking preventive maintenance services for Ansul R-102 fire suppression systems located at the Embassy Compound and Chief of Mission Residence. The procurement requires contractors to provide semi-annual inspections, maintenance, and testing services using ANSUL-authorized, factory-trained technicians with a minimum of two years of experience in wet-chemical fire suppression systems. Contractors must possess manufacturer manuals, appropriate tools, personal protective equipment, and spare parts to ensure operational readiness of the fire suppression systems. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer based on initial quotations without discussions, though discussions may be held with companies in the competitive range if necessary. Critical dates include a pre-quotation conference on August 27, 2025, at 9:00 AM at the Embassy and 11:00 AM at the Chief of Mission Residence, with questions due by September 1, 2025, at 4:00 PM and quotations due by September 8, 2025, at 10:00 AM.
Despite the Standard Form 1449 indicating this as a Women-Owned Small Business (WOSB) set-aside, the solicitation notice states "No Set-Aside Used," creating some ambiguity in the set-aside designation. The contract structure includes a firm fixed-price base year with four optional one-year periods, expected to commence by September 2025, covering maintenance services for two fire suppression systems. No current incumbent contractors or specific award values are mentioned in the available documentation. Performance will be evaluated based on completing all required maintenance tasks and receiving no more than one customer complaint per month, with strict adherence to safety protocols and security measures. All work will be performed at the U.S. Embassy facilities in Quito, Ecuador, with contractors required to register in the System for Award Management (SAM) database and submit proposals electronically in specified formats not exceeding 25MB per file.
