About this opportunity
The National Institute of Standards and Technology (NIST), under the Department of Commerce, has issued a Special Notice for a preventive maintenance service contract for Gerstel Injection Systems. The solicitation number is 1333ND25QNB730431 and is classified under maintenance, repair, and rebuild services with NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance. This opportunity is set aside for total small business participation, with a posted date of August 25, 2025, and responses due by September 1, 2025. The contract involves annual preventive maintenance services for existing Gerstel Gas Chromatogram Mass Spectrometer Injection Systems utilized by NIST's Engineering Laboratory in Gaithersburg, MD. Brian Jamieson serves as the Contract Specialist and primary contact point at (301) 975-8276.
NIST intends to negotiate this contract on a sole source basis under FAR 13.106-1(b)(1) authority with Gerstel, Inc. of Linthicum Heights, MD, as they are the only authorized provider capable of servicing these proprietary systems. The contract requires routine preventive maintenance and on-site repairs performed exclusively by Gerstel-certified field service engineers to ensure system functionality and avoid disruption to critical research activities. The sole source determination stems from the proprietary nature of the equipment, which necessitates manufacturer-authorized service to maintain operational performance and research continuity. No other contractors are authorized to provide these specialized services, and using unauthorized providers could compromise equipment compatibility and interrupt essential laboratory research. The contract is essential for maintaining full operational performance of instruments and accessories critical to ongoing NIST research efforts.

FEDBIZOPPS.GOV ANNOUNCEMENT: Special Notice
CLASSIFICATION CODE: J Maintenance, Repair, Rebuild
SUBJECT: Preventive Maintenance Service Contract for Gerstel Injection Systems
SOLICITATION NUMBER: 1333ND25QNB730431
CONTACT POINTS: Brian Jamieson, Contract Specialist (301) 975-8276
DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(1), with Gerstel, Inc., of Linthicum Heights, MD for an annual preventive maintenance contract for NIST’s existing Gerstel Injection Systems. The equipment is utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD.
***** Sole source determination is based on the need to acquire a preventative maintenance service contract for the existing Gerstel equipment, which is only available through Gerstel’s service organization. NIST requires routine preventative maintenance as well as on-site repairs of broken equipment as needed for an owned Gerstel Gas Chromatogram Mass Spectrometer Injection System. This system is proprietary to its original equipment manufacturer, Gerstel. As the equipment is proprietary to Gerstel, all maintenance and repairs must be performed by field service engineers who are certified by Gerstel. Gerstel is the only company capable of performing these services with Gerstel-certified field service engineers; there are no other contractors that are authorized to provide the required services for NIST's Gerstel systems. Use of any other contractor would jeopardize system functionality and on-going research activities. Accordingly, Gerstel is the only contractor capable of providing the required services.
To ensure continuity of research efforts in the NIST laboratories, it is vital the instrument and its accessories are maintained at full operational performance. Unauthorized service providers may provide components incompatible with the existing Gerstel equipment which would cause interruptions in critical research projects.
