About this opportunity
The Department of State is seeking preventive maintenance services for a photovoltaic system located at the U.S. Embassy in Mbabane, Eswatini. The solicitation (RFQ Number 19WZ6025Q00004) requires a contractor to perform annual comprehensive maintenance on solar modules, inverters, dc disconnects, panels, controls, monitoring systems, combiner boxes, and associated electrical components. Contractors must be registered in the System for Award Management (SAM) and provide trained technicians with appropriate tools and equipment to maintain the system. The evaluation will prioritize technical capability and system knowledge, with non-cost factors being significantly more important than price. Proposals are due by June 2, 2025, at 17:00 hours (SAST), and must be submitted electronically to mbabaneprocurement@state.gov.
The contract is not set aside for any specific business category and will be awarded on a best-value basis to a responsible vendor. The maintenance contract is structured as a firm fixed-price agreement with a base year and four optional one-year renewal periods. Service delivery is restricted to between 7:30 AM and 5:00 PM Monday through Thursday, and 7:30 AM to 12:30 PM on Friday, excluding U.S. and local holidays. The system includes specific equipment such as SMA Sunny Tripower inverters and Suniva solar panels. The place of performance is the U.S. Embassy in Eswatini, with the primary objective of maintaining the photovoltaic system in optimal operational condition through annual system checks, comprehensive surveys, and potential repairs or upgrades.
