Prospective contractors must be registered in the System for Award Management (SAM) and submit their quotations electronically by February 21, 2025, at 4:30 PM Philippine local time. A mandatory site inspection and pre-quotation conference is scheduled for February 12, 2025, at 2:00 PM, with access clearance required in advance. The government intends to award the contract to the responsible company submitting the lowest-priced, technically acceptable offer, with the potential for awarding without further discussions.
The contract will have a one-year base period with three additional one-year options and a potential six-month extension. The place of performance is the U.S. Embassy in Manila, Philippines, and the contract falls under the NAICS category of Electrical Contractors and Other Wiring Installation Contractors (238210). Contractors must be prepared to respond to unlimited service calls within 4 hours and provide monthly maintenance reports. The contract is VAT-exempt, and pricing cannot be adjusted for cost escalation, labor rates, or currency fluctuations. Quotations must be submitted in English, using Microsoft Word, Excel, or PDF formats, with a maximum file size of 10MB per submission. While no specific set-aside is designated, the solicitation emphasizes compliance with federal anti-discrimination laws and NDAA Section 889 telecommunications restrictions.
