About this opportunity
The National Cancer Institute (NCI), operating under the Department of Health and Human Services Office of the Assistant Secretary for Administration, has issued a Notice of Intent to Sole Source a preventive maintenance contract for specialized laboratory equipment. This special notice (Notice ID: 75N98026Q00064) was posted on February 20, 2026, and announces the agency's intention to award a single-source purchase order to ThermoFisher Scientific without issuing a competitive solicitation. The procurement is being conducted under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b), which permits sole-source acquisitions when justified. The equipment requiring service includes a government-owned Titan Krios high-resolution electron microscope and Vitrobot system, both of which are critical clinical instruments at the NCI. This action represents a direct negotiation between NCI and ThermoFisher Scientific rather than an open competitive bidding process.
The primary objective of this procurement is to secure annual preventive maintenance services for the specialized electron microscopy equipment, including thorough cleaning, calibration, inspection, and testing in accordance with manufacturer specifications. The service requirements encompass original equipment manufacturer (OEM) parts, proprietary software updates, guaranteed on-site response capabilities, and software service updates as integral components of the contract. The anticipated contract performance period runs from March 1, 2026, through February 28, 2027, on a base-year basis. This procurement is classified under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million, and technicians performing the work must be technically certified by ThermoFisher to maintain the equipment. Notably, this is not a request for quotations and does not present an opportunity for competing contractors to submit bids, as the sole-source decision has already been made in favor of ThermoFisher Scientific.

NOTICE OF INTENT TO SOLE SOURCE
Notice ID: 75N98026Q00064
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS.
This contract action is for the acquisition of supplies/equipment for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Cancer Institute (NCI) intends to award a single source purchase order to ThermoFisher Scientific, 5350 N.E. Dawson Creek Drive, Hillsboro, OR 97124, for the acquisition of preventive service maintenance for the government owned Titan Krios high resolution electron microscope (S/N D3211), and Vitrobot (S/N 190700784).
The National Cancer Institute (NCI) needs to obtain the annual preventative service maintenance agreement for a clinical instrument (Titan Krios high resolution microscope and Vitrobot). The instrument’s service shall consist of thorough cleaning, calibration, adjusting, inspection, and testing of all equipment in accordance with the manufacturer’s latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to ensure optimum and efficient performance. Software Service and updates are required as part of the contract and should include original equipment manufacturer (OEM) parts, proprietary software updates and include a guaranteed on-site response. Technicians must be technically certified to work on ThermoFisher equipment.
The anticipated period of performance will be:
Base Year: 03/01/2026 – 02/28/2027
The applicable North American Industry Classification System (NAICS) code for this acquisition is 811210 – Electronic and Precision Equipment Repair and Maintenance and a size standard of $34M.
NCI will solicit and negotiate directly with ThermoFisher Scientific, and no solicitation will be issued. This procurement is being conducted as a sole source acquisition due to the proprietary nature of the ThermoFisher Titan Krios and Vitrobot and associated proprietary software updates. The service requirements necessitate manufacturer certification, factory-trained technicians certified specifically by ThermoFisher, and access to proprietary software updates that are exclusively updated by ThermoFisher. Only the original equipment manufacturer and their certified partners possess the technical expertise, proprietary tools, and authorized access to push software updates required to maintain this specialized equipment.
NCI will negotiate directly with ThermoFisher Scientific, and no solicitation will be issued. Award is subject to approval of the Sole Source Justification.
This notice of intent is not a request for competitive proposals. However, interested parties who believe they can meet the requirement may submit a statement of capabilities within 5 days from the date of publication. The statement must be submitted in writing and contain sufficient detail to demonstrate the party's ability to provide:

• A service plan including proprietary software updates
• Manufacturer OEM parts
Information received will be considered solely to determine whether to conduct a competitive procurement. The decision not to compete this action based on responses is at the Government's discretion.
