About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base has issued a Special Notice for a Preventative Maintenance Agreement (PMA) with PAC LP. The notice indicates the Air Force's intent to award a sole source contract for maintenance services for specialized analytical instruments at the Aerospace Fuels Laboratory located at Vandenberg Space Force Base. The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order, utilizing statutory authority under 10 United States Code (USC) 2304 (c) (1). The procurement is specifically for maintaining six highly specialized scientific instruments manufactured by PAC LP, including OptiDist, JFTOT 230 Mark IV, Phase-70XI-OS, Phase-70XIAS-OS, ISL PMD 110, and OptiPMD units. The total contract value is $27,709.00 for a one-year performance period.

The primary objective of this Special Notice is to secure a maintenance agreement with the original equipment manufacturer (OEM) for critical laboratory instruments that support the launch and fuels management mission at Vandenberg Space Force Base. Contractors should note the response deadline is June 12, 2024, at 12:00 PM EST, with all communications directed to specific Air Force email contacts. Eligibility is effectively limited to PAC LP, as they are the sole source capable of providing the required maintenance due to their unique access to proprietary software, factory-trained technicians, and specialized component parts. The notice emphasizes that this is not a competitive procurement, and responses will be evaluated solely to determine if a competitive process is in the government's best interest. The maintenance agreement includes one annual preventative maintenance visit, telephone support, equipment inspection, calibration, and parts replacement. The contract falls under NAICS code 541380 (Testing Laboratories and Services), which has a small business size standard of $19 million, though in this case, the procurement is a directed sole source action.
