Section B: Description of the Supplies/Services Required
The Aerospace Fuels Laboratory (AFPET/PTPLE) has a requirement for preventative maintenance agreement (PMA) contract for all PAC LP (and associated) brand instruments in our Petroleum, Oil and Lubricants Lab Area. This is a requirement to support the launch and fuels management mission of Vandenberg Space Force Base.
The Contractor shall provide the minimum performance requirements as listed below:
1.Contractor shall include one (1) Preventative Maintenance Agreement (PMA) for PAC LP (and associated) brand instruments in our Petroleum, Oil & Lubricants Laboratory.
2. The PMA shall include the following instruments:
2.1. One (1) OptiDist unit (S/N: 20950),
2.2. Three (3) JFTOT 230 Mark IV units (S/Ns: 14I-1500; 14I-1501; 14I-1502),
2.3. One (1) Phase-70XI-OS unit (S/N: 201330226),
2.4. One (1) Phase-70XIAS-OS unit (S/N: 201830800),
2.5. One (1) ISL PMD 110 unit (S/N: 4193),
2.6. One (1) OptiPMD unit (S/N: 3101)
3. The PMA period of performance shall be one (1) year.
4. The PMA place of performance:

5. Contractor shall supply all necessary services including but not limited to: labor, travel costs, preventive maintenance parts, maintenance supplies, maintenance services, tools, diagnostic & test equipment, and other related services to restore the system to good operating condition as determined by the original manufacturer’s specifications.
6. The Government shall supply any consumable materials on the instrument that need to be repaired or replaced.
7. Contractor shall verify that the equipment is acceptable for proper operation and suitable for our
April 2021 SOURCE SELECTION SENSITIVE Page 2 of 3 laboratory use (e.g. methods, configurations) prior to the end of the period of performance.
8. Contractor service shall include telephone support to help identify, troubleshoot and resolve hardware and software problems.
9. Contractor shall provide one (1) Preventative Maintenance (PM) visit per year and service/repair visits as required which shall include but not be limited to the following:
9.1 Inspection, adjustment and calibration of system for proper operation.
9.2 Replacement of PM parts as indicated by the contractor after inspection of equipment covered under this maintenance agreement.
Section C: Justification for Soliciting from a Single Source or Brand Name
The instruments/equipment are highly specialized analytical instruments manufactured by PAC LP. The software that is used was developed and/or purchased by PAC LP and requires factory trained and certified experts to navigate and adjust the instruments as well as provide vendor passwords to access advanced troubleshooting portals. PAC LP is the only known source of component parts that will work on the instruments and the only source that will certify all components after installation and service.
The Customer provided a sole source letter, dated 05 May 2025, from PAC, L.P. which states, "PAC is the sole source certified provider of all PAC instruments (Phase, Alcor, Antek, Herzog, ISL, PSPI, AC Analytical Controls, Cambridge Viscosity and PetroSpec). All equipment is "proprietary" of PAC. PAC, LP and Phase Analyzer Company in North America is trained, certified, and produce calibration certificates for Phase Instruments".
Section D: Efforts to Obtain Competition
Market research was conducted by both the Customer and Contracting in order to identify companies capable of fulfilling this requirement. The customer identified Petroleum Analyzer CO L.P. (PAC LP) as the only source that can provide the preventative maintenance agreement (PMA) for the PAC LP and associated brand instruments. At this time, there is no competition other than PAC, L.P. that can meet the requirement specifications listed within the PWS.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Although the instruments that require the PMA service were purchased under full and open competition, there is no competition on preventative maintenance because PAC LP is the sole manufacturer/service provider and does not have approved contractors that can perform the preventative maintenance services. Until AFPET/PTPLE stops using PAC LP and the associated brand instruments in the Petroleum, Oil, & Lubricants Laboratory, there will be no competition alternatives for preventative maintenance at this time.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
