PERFORMANCE WORK STATEMENT
For
Preventative Maintenance Agreement (PMA) for PAC LP
02 June 2025
1.0 Background:
The Aerospace Fuels Laboratory at Vandenberg Space Force Base (AFPET/PTPLE) provides laboratory quality surveillance and investigative analytical support of flight critical products directly related to the warfighter and space launch operations on behalf of all Air Force and other DoD agencies, as well as commercial entities. AFPET/PTPLE has a vision to create a flexible, dynamic center of excellence that is responsive to customers and strategically positioned and focused to contingency and warfighter operations. We provide warfighter and space launch activities specialized testing services and capabilities in petroleum, propellants, cryogenics, chemicals and gases for all aerospace vehicles, systems, and equipment. The Aerospace Fuels Laboratory (AFPET/PTPLE) has a requirement for preventative maintenance agreement (PMA) t for PAC LP (and associated) brand instruments in our Petroleum, Oil & Lubricants Laboratory.
2.0 Minimum Performance Requirements: The Contractor shall provide the minimum performance requirements as listed below:
2.1. Contractor shall include one (1) Preventative Maintenance Agreement (PMA) for PAC LP (and associated) brand instruments in our Petroleum, Oil & Lubricants Laboratory.
2.2. The PMA shall include the following instruments:
2.2.1. One (1) OptiDist unit (S/N: 20950),
2.2.2. Three (3) JFTOT 230 Mark IV units (S/Ns: 14I-1500; 14I-1501; 14I-1502),
2.2.3. One (1) Phase-70XI-OS unit (S/N: 201330226),
2.2.4. One (1) Phase-70XIAS-OS unit (S/N: 201830800),
2.2.5. One (1) ISL PMD 110 unit (S/N: 4193),
2.2.6. One (1) OptiPMD unit (S/N: 3101)
2.3. The PMA period of performance shall be one (1) year.
2.4. The PMA place of performance:

2.5. Contractor shall supply all necessary services including but not limited to: labor, travel costs, preventive maintenance parts, maintenance supplies, maintenance services, tools, diagnostic & test equipment, and other related services to restore the system to good operating condition as determined by the original manufacturer’s specifications.
2.6. The Government shall supply any consumable materials on the instrument that need to be repaired or replaced.
2.7. Contractor shall verify that the equipment is acceptable for proper operation and suitable for our laboratory use (e.g. methods, configurations) prior to the end of the period of performance.
2.8. Contractor service shall include telephone support to help identify, troubleshoot and resolve hardware and software problems.
2.9. Contractor shall provide one (1) Preventative Maintenance (PM) visit per year and service/repair visits as required which shall include but not be limited to the following:
2.9.1 Inspection, adjustment and calibration of system for proper operation.
2.9.2 Replacement of PM parts as indicated by the contractor after inspection of equipment covered under this maintenance agreement.
3.0 Competency of Contract Personnel:
All service performed under this contract shall be performed by competent personnel, fully trained by the OEM or equivalent to perform the required maintenance in accordance with the best commercial practices without unnecessary delays or interference with the Government functions. The maintenance personnel shall have completed applicable maintenance training specified by the original equipment manufacturer for the maintenance of the equipment involved.
4.0 Damaged Materials:
The Contractor shall replace any Government-owned materials, which are damaged by malfunction of Contractor-maintained equipment, Contractor-provided equipment, or by Contractor fault, with material of equal or better quality.
5.0 Documentation:
All documentation, software manuals, repair manuals, service passwords, and other aids recommended by the OEM which are needed to perform maintenance under this contract shall be obtained by the Contractor in whose property it will remain. The Contractor shall acquire updated subscriptions for this documentation for the life of the contract. The Government, as a party of the contract, shall not be required to aid in the acquisition of such documentation. OEM diagnostic software or equivalent shall be employed in performing maintenance services.
6.0 Security Clearance:
Requirement for security clearance is not anticipated.
7.0 Proof Of Resource:
Upon request by the Government, the Contractor shall show evidence of proper level or resources to perform tasks under this contract, such as ownership or licensing of spare parts, diagnostic and repair tools, documentation and employment of personnel.
8.0 Site Requirements:
The Government shall maintain equipment site requirements (electrical, air-conditioning, and chilled water) in accordance with the environmental specifications furnished by the OEM.
9.0 Contractor Access:
Subject to security regulations the Government shall permit the Contractor access to the equipment to be maintained. Contractor will provide the name of service personnel needed to access Vandenberg Space Force Base to the Laboratory prior to service.
10.0 Delivery Procedures – Commercial Vehicles:
All vehicles larger than a large pick-up truck are required to be inspected by the Vandenberg Space Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
This inspection will be conducted at the truck gate (Lompoc Gate). If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
