The contract will require compliance with German safety regulations such as BetrSichV, TRBS, and DVGW standards, with contractors needing to possess German Journeyman's Certificates and Master craftsmen certifications. Interested vendors are asked to respond to a Sources Sought Notice by February 6, 2025, addressing specific capability questions about their ability to perform work across multiple locations, potential subcontractor involvement, and cost considerations. The government encourages vendors to submit capability statements and questions, though this pre-solicitation notice does not constitute a formal solicitation and will not result in immediate contract awards.

The contract is not set aside for any specific business category and will have a base year with four option years of performance. The anticipated budget range appears to be between $750,000 and $2,000,000, with vendors asked to provide rough cost estimates within those parameters. The work will involve comprehensive maintenance services including interior inspections, pressure/strength testing, pre-inspections, and emergency repair capabilities, with contractors required to coordinate with authorized German technical inspection organizations like TUEV and DEKRA. The service locations include diverse facilities such as Rose Barracks, Tower Barracks, Hohenfels Training Area, and Garmisch-Partenkirchen, covering an extensive network of pressure tank systems.
