About this opportunity

The United States Air Force, through the Air Force Sustainment Center at Tinker Air Force Base, intends to solicit a firm-fixed-price requirements contract to remanufacture the KC-135 Flap Drive Offset Gearbox Assembly (NSN 1680-00-314-9112FL, Part Number 5-84048), with formal solicitation issuance anticipated but specific dates not yet announced; a pre-solicitation comment period closes August 24, 2026.

The procurement is open to full and open competition among currently qualified sources. Pre-contract source approval is mandatory; existing approved sources are Able Engineering, Boeing, Mid-America Aviation, Perform Air International, Sherwood Aviation, Thomas Instruments, Inc., and Turbine Controls, Inc. Unqualified vendors must submit a Source Approval Request to tracey.beringer@us.af.mil or 405-739-7243. Work is performed at the contractor's facilities for delivery to DLA Distribution Depot Oklahoma.

The contract includes a three-year basic period plus two one-year option periods. The basic period requires 70 units over three years at a rate of 10 units every 30 days after receipt of order; option periods cover 70 additional units. The component is aluminum alloy construction (14.0" × 4.0" × 8.0", 7.9 lbs) and transfers rotary motion to linear motion for KC-135 trailing edge flap operation.

Contractor obligations encompass full disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing to return items to like-new condition per Technical Order 16G1-50-3. Mandatory consumable parts replacement applies during each remanufacture cycle. Replacement parts must source from original equipment manufacturer, OEM-authorized distributors, or Defense Logistics Agency. The contractor must maintain 20% surge capacity capability and conduct an Initial Production Evaluation within 60 calendar days of first delivery order issuance on three units. Quality acceptance is performed by DCMA at the remanufacture site prior to packaging and shipment. Units determined to be beyond economical repair do not count as production, though inspection costs are included in unit pricing.
